Community Services Coordinator
About the Role
The Community Services Coordinator assists low-income individuals seeking or receiving utility or rental assistance while adhering to federal, state, and local regulations and policies. Responsibilities include evaluating and maintaining client eligibility, collecting documentation, managing client files, and providing case management to help clients transition out of poverty.
Responsibilities
- Conduct initial interviews of clients requesting services, including calculating income, obtaining required documentation, and entering applications into the computer system.
- Assess client needs, determine eligibility for program services, and follow eligibility guidelines and program policies and procedures.
- Assist clients with understanding and completing paperwork for program services; make referrals as necessary.
- Maintain complete and accurate client case files, including eligibility information, referrals, and required documentation; ensure applications are complete and accurate.
- Prepare utility vouchers and pledges, submit them for processing and payment, and maintain accurate account balances.
- Assist in completing the Community Needs Assessment, National Survey, and Community Action Plan.
- Provide ongoing case management to families and individuals, serving as a liaison between agencies, clients, and service providers.
- Maintain a comprehensive caseload for assigned counties, including documentation in the SHAH system; assist other County Coordinators as needed.
- Develop and implement service delivery plans with short- and long-term goals and timelines for client needs.
- Follow up with clients to determine outcomes of established goals (e.g., job placement, increased salary) and document accomplishments.
- Provide client training in energy education, budget counseling, and other areas to assist clients in securing employment and exiting poverty.
- Establish and maintain a system for literature distribution and new client recruitment; distribute literature as needed.
- Conduct inspections for clients requesting rental assistance.
- Network with community organizations, businesses, and employers to establish and maintain collaborative relationships and utilize community resources.
- Participate in community outreach activities, including food distribution and other community projects.
- Make presentations to community-based organizations serving low-income individuals and families; assist in recruiting eligible clients.
- Recruit, train, and supervise volunteers.
- Coordinate cleaning of assigned CCSCT office(s), including sweeping, mopping, vacuuming, cleaning bathrooms, and maintaining a neat workspace.
- Ensure agency vehicle is operational, including reporting repairs, completing annual safety inspections, oil changes, and cleaning the vehicle.
- Follow CCSCT Policies and Procedures and maintain confidentiality in all phases of agency operations.
- Demonstrate an understanding of the agency mission and contribute to achieving it.
- Familiarize yourself with the agency’s Strategic Plan and collaborate with staff to achieve identified outcomes.
- Attend and participate in staff meetings, conferences, workshops, and trainings; serve on committees as assigned.
- Perform other related duties as assigned or required.
Requirements
- High school diploma or equivalent required; Associate’s degree from an accredited college or university preferred.
- Minimum of one (1) to three (3) years of experience in a social service setting or related work experience.
- Demonstrated experience working with low-income clients in a non-profit or social service organization preferred.
- Experience managing a daily caseload strongly preferred.
- Bilingual in Spanish and English preferred.
- Must successfully complete a pre-employment criminal background check, drug test, and motor vehicle records check.
- Must be at least 21 years of age, have a valid Class ‘C’ Texas Driver’s License with an acceptable driving record, and have access to a reliable vehicle with current liability insurance.
- Must be willing to travel within the service area.
Schedule
Must be able to work Monday through Friday between the hours of 8:00 AM–5:00 PM. Schedules may vary based on business needs.
Skills
- Knowledge of Community Services Block Grant (CSBG), Comprehensive Energy Assistance Program (CEAP), and Emergency Food & Shelter Program (EFSP).
- Knowledge of Single Family Home Programs such as Tenant-Based Rental Assistance (TBRA), Home Buyer Assistance (HBA) Program, Contract for Deed Conversion (CFDC), and Homeowner Rehabilitation Assistance (HRA) Program.
- Knowledge of federal, state, and local Community Services standards, policies, and procedures.
- Knowledge of case management principles, counseling, and interviewing techniques.
- Cultural sensitivity and awareness of implications for service delivery.
- Working knowledge of computers and basic to intermediate skills in Microsoft Office (Word, Excel, Outlook); ability to operate office machines such as fax, scanner, printer, and telephone.
- Working knowledge of SHAH preferred.
- Effective communication skills, both verbal and written, with diverse populations.
- Ability to read, comprehend, and follow oral and written instructions.
- Ability to work independently, plan, organize, and manage multiple priorities with minimal supervision.
- Ability to interpret and convey complex policies and procedures to clients and staff.
- Ability to meet deadlines and work effectively under pressure in a fast-paced environment with constant interruptions.
- Ability to collaborate in a team environment and maintain effective working relationships with staff, management, and clients.
- Ability to use sound judgment and make timely decisions based on objective analysis.
- Ability to adapt to frequent changes, delays, or unexpected events in the workplace.
Travel
Frequent travel to various sites within the CCSCT service area. Occasional out-of-state and overnight travel may be required.
Physical Demands
- Regularly required to sit, talk, hear, see, use hands to handle objects or controls, and reach with hands and arms.
- Occasionally required to stand, walk, and rarely climb or balance, stoop, kneel, crouch, or crawl.
- Specific vision abilities include close vision, distance vision, depth perception, and the ability to adjust focus.
- Manual dexterity sufficient to operate standard office equipment and tools.
- Must occasionally lift and/or carry up to 30 lbs.
Working Conditions
Work is generally performed in an office environment with minimal exposure to unpleasant or hazardous conditions. The noise level is usually moderate to quiet. Must be able to function in an environment with constant interruptions.
