About the Role

The Community Revitalization Program Manager manages programs in the agency’s Office of Community Development and supervises staff. This role requires strong organizational skills, attention to detail, effective prioritization, and excellent verbal and written communication. The ideal candidate is friendly, energetic, and responsive to both staff and the public.

Responsibilities

• Formulates and implements policies for the administration of the Community Revitalization program for the federal Community Development Block Grant.
• Serves as a working supervisor.
• Monitors, manages, and evaluates community revitalization project activities.
• Ensures that projects comply with state and federal requirements.
• Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Requirements

• Knowledge, skill, and mental development equivalent to completion of four years of college with courses in business or public administration, economic development, urban planning, or a related field.
• Three years of progressively responsible administrative experience in a public or business organization, including supervision or management of projects and programs.

Qualifications

• Three years of experience administering federal and/or state grant programs from conception to closeout.
• Three years of experience completing federal or state environmental reviews or other external grant requirement evaluations from a federal or state agency, or completion of Environmental Training through the U.S. Department of Housing and Urban Development.
• Three years or a combination of experience in economic development, community planning, business assistance, infrastructure development, or commercial development.
• Three years of experience in grant administration of Community Development Block Grants.
• Three years of experience effectively supervising and guiding team members, fostering collaboration, and applying strong problem-solving skills in a professional setting.

Preferred Qualifications

• Two years of experience developing and delivering presentations with and without PowerPoint; facilitating training sessions; and providing technical assistance to diverse audiences.
• Two years of experience evaluating grant fiscal and performance reports and completing grant monitoring.
• Intermediate-level experience using spreadsheet software, document creation, email, and cloud-based platforms.

Conditions of Employment

• Ability to travel, including overnight stays as appropriate.
• Valid driver’s license.
• Completion of a background check and self-disclosure of criminal history form.
• Filing of a Statement of Economic Interest as required by the Illinois Governmental Ethics Act.
• Awareness of revolving door restrictions under 5 ILCS 430/5-45, requiring notification to the Office of the Executive Inspector General if offered non-State employment during or within one year after State employment.
• Overtime may be required, including evenings and weekends.

Pay

Anticipated starting salary: $8,571 monthly. Full salary range: $8,571 – $12,651 monthly.

Schedule

Monday – Friday, 8:30 AM – 5:00 PM.
