Job Duties
- Administers, implements, and oversees budgeting for federal programs such as Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), CDBG-R Stimulus, and Homeless Prevention and Rapid-Rehousing Programs (HPRP).
- Manages the County HUD financial system (IDIS) and completes the annual Action Plan to HUD.
- Holds public hearings and coordinates the development and submission of the Consolidated Plan to HUD.
- Constructs sub-recipient agreements and manages the program request for proposal process.
- Reviews and evaluates project status reports and provides technical assistance regarding the program.
- Serves as a liaison between federal, state, local, and County Commissioners in regard to HUD grants.
- Maintains knowledge of HUD regulations and enacts planning activities for CDBG, ESG, CDBG-R Stimulus, NSP, and HPRP programs.
- Performs program audits and prepares written reports of site visits including findings, recommendations, and concerns.
- Attends quarterly meetings of the Ohio Conference of Community Development and educates staff on new HUD programs.
- Supervises junior staff and maintains regular and predictable attendance.
Minimum Class Qualifications
- Bachelor’s degree in management, human resources, criminal justice, finance, accounting, public policy, or related field.
- Five (5) years of experience in grant coordination and administration.
