Commissioning Project Manager (Hybrid - Arlington, VA)

About the role

The Work As a Commissioning Project Manager, you will support Chinook's clients by coordinating and delivering commissioning services throughout the facility planning, design, construction, warranty, and operations lifecycle. You will apply your technical expertise to solve complex problems, deliver on objectives, and devise unique approaches to assignments. You will also coach junior staff members and review their work. As a representative of Chinook’s reputation for excellence, you will be diligent, proactive, solutions‑oriented, and a facilitator of success for both internal and external team members.

Responsibilities

• Execute commissioning, energy management, and facilities management services for new and existing buildings on multiple concurrent projects.
• Understand, analyze, and interpret RFPs, design and construction documents, standards, codes, scopes, and project deliverables.
• Prepare commissioning plans, specifications, checklists, functional performance tests, and reports.
• Conduct design reviews, submittal reviews, training plan facilitation, and O&M manual reviews.
• Conduct site observations and witness functional performance testing.
• Solve coordination issues impacting equipment, systems startup, and testing activities.
• Ensure conformance with project requirements, the commissioning plan, and contract documents.
• Attend internal and external project meetings.
• Review technical reports for completeness and accuracy (e.g., start‑up reports, checkout sheets, test reports).
• Facilitate transition of systems to operations and implement maintenance programs.
• Develop and maintain effective working relationships with internal staff, external team members, and clients.
• Provide technical and analytical guidance to project teams.
• Support the preparation of bid and proposal documentation.
• Adhere to SOPs and processes.
• Prepare project estimates, schedules, and work plans.
• Conduct project reviews and prepare status reports/presentations for the company and/or client.
• Conduct quality assurance on project deliverables and activities.
• Prioritize tasks and perform work efficiently within defined budget and schedule.

Minimum Qualifications

• Bachelor's Degree in Mechanical Engineering, Electrical Engineering, or a related field (or a High School Diploma with 13 years of directly related experience).
• At least 8 years of direct experience in commissioning of facility systems such as lighting, HVAC, power distribution, generation, power monitoring and controls, UPS, and emergency power.
• At least 4 years of experience managing or supervising people.
• At least 2 years of experience managing commissioning and/or engineering related projects.
• CxA, CCP, CBCP, or equivalent commissioning certification.
• In‑depth knowledge of commissioning standards and practices (e.g., LEED, ASHRAE, BCA, ACG, GSA).
• Direct experience with ASHRAE Energy Audits and related energy engineering.
• Proficiency with Microsoft Office Suite (Excel, Word, Outlook, Teams, Project, PowerPoint) and scheduling software.
• Valid state‑issued driver’s license and ability to travel to various work sites.

Preferred Qualifications

• Professional Engineer (P.E.) license.
• Certified Energy Manager (CEM).
• Experience integrating mechanical systems with electrical, life safety, and security systems.
• Experience with database management systems for commissioning and core business processes.

Physical Considerations

• Ability to work in an office environment.
• Ability to walk construction sites with uneven surfaces, carry up to 25 lb., climb stairs and ladders, and work both indoors and outdoors in severe weather, confined spaces, and dust‑generating environments.
• Maintain spatial awareness and comply with safety standards while working near mechanical and electrical building equipment and systems.
• Ability to wear personal protective equipment (PPE) where required.

Citizenship / Clearance Requirements

• Must be a U.S. citizen.
• Must be able to obtain and maintain a Secret security clearance based on customer and project requirements.

Schedule

Hybrid schedule that includes regular in‑office attendance at the Arlington, VA headquarters, work‑from‑home days, and regular travel to client sites in the D.C. Metro area. Up to 10 % travel to client sites outside the region may be required.

Pay

Annual Salary, dependent upon qualifications and experience: $135,000 – $165,000.
