Responsibilities

  • Negotiates and drafts complex contracts and agreements for a wide range of goods, services, and equipment.
  • Provides legal advice on the legal sufficiency of procurements and assists in providing legal advice in bid protests.
  • Aids in the development of procurement policies and procedures for the Department.
  • Advises on basic copyright and intellectual property questions.
  • Serves as liaison in commercial litigation cases.
  • Serves as a liaison and provides support to the Division of Early Childhood Education (UPK) on contract and commercial issues.
  • Reviews RFP’s, proposals, and contracts, and recommends solutions to mitigate project risks.
  • Drafts, reviews, and negotiates multi-year standard (form) and non-standard contracts, including software licenses, customer proposals (RFPs), and professional service agreements.
  • Advise the Division of School Facilities of legal issues involving school buildings.
  • Drafts rules and regulations for New York City Public Schools.
  • Reviews contracts to determine vendor compliance with terms and conditions.
  • Negotiates with vendors regarding resolution of complex compliance matters.
  • Recommends resolution of complex contract compliance matters, including corrective actions or termination.
  • Analyzes and reports on the effects of City, State, and Federal legislation.

Qualifications

  • Minimum: Admission to the New York State Bar AND three (3) years of progressively responsible United States legal experience subsequent to admission to any state bar. All candidates must be able to demonstrate commercial or transactional legal experience.
  • Incumbents must remain members of the New York State Bar in good standing for the duration of this employment.
  • PREFERRED: Five (5) years’ experience negotiating and drafting contracts. Knowledge of public procurement. Ability to rapidly understand provisions of applicable law and regulations. Ability to write clearly and concisely. Efficient research skills.

Salary

$106,607 - $111,107 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.) Please include a resume and cover letter with your application.
