About the role

The City of Oxnard’s Public Works Department, Environmental Resources Division, is seeking a highly organized and motivated Collections Supervisor to oversee daily commercial solid waste, recycling, and organics collection operations, while also providing operational support and coverage for residential and roll off/industrial collection services as needed.

Responsibilities

  • Plan, oversee, and review maintenance and operations work of assigned crews in facilities maintenance, streets maintenance, fleet services, construction project management, traffic signals, refuse/recycling/green waste collection, and/or parks maintenance areas.
  • Support by performing advanced-level maintenance and operations work.
  • Perform inspections to review safety, work quality, and scheduling.
  • Serve as a technical resource and assist in the training and development of staff on equipment, safety, and operational practices and procedures.
  • Respond to inquiries and address service concerns and issues.
  • Maintain and oversee inventory of materials, tools, and supplies; research product and expense information; initiate replacement of required inventory.
  • Prepare and submit budget recommendations and monitor expenditures; identify required capital improvements and work to secure funding; administer contracts.
  • Prepare and review reports, schedules, work orders, records, and documentation related to assigned operational area.
  • Ensure adherence with safety policies and procedures and applicable codes and regulations.
  • Investigate and document vehicle incidents, employee injuries, service disruptions, customer complaints, operational concerns, and other field issues while recommending appropriate corrective actions.
  • Participate in route optimization, technology implementation, process improvement initiatives, operational planning, and development of standard operating procedures that improve efficiency, customer service, employee safety, and operational performance.

Requirements

  • Five (5) years of leadership experience.
  • Experience related to solid waste operations highly desirable.
  • Valid California Class A or B Driver’s License with a satisfactory driving record.
  • SWANA Managing MSW Collection Systems certification is desirable. The ability to obtain the SWANA Collection Systems certification within six (6) months of appointment is required.

Schedule

May vary based on operational needs, service demands, staffing levels, emergencies, special events, and departmental assignments. This position primarily supports field operations that may begin during early morning hours and will regularly require Saturday work as part of the normal operational schedule. This position may also be required to work evenings, holidays, and additional hours as necessary.
