About the Role
Performs a variety of routine and complex work in the interpretation and enforcement of adopted codes and related rules and regulations under the general guidance of the Code Compliance Supervisor.
Responsibilities
- Regularly patrols and inspects an assigned area to monitor for violations of local codes.
- Responds to complaints of potential code violations relating to signing, building occupancy, nuisances, hazardous sidewalks, housing conditions, construction, land use, zoning, noise, dumping, clearing, grading, filling, polluting, or other code-related matters.
- Interprets and enforces the Unified Development Code, Farmington City Code (FCC), and Oil and Gas Wells regulations.
- Assists in developing proposed revisions to FCC and Oil and Gas Wells codes.
- Utilizes the City's mapping programs to improve accessibility and organization of oil and gas data.
- Reports on quantitative progress of well inspections and potential issues.
- Gathers and compiles statistics as needed by changes in city codes or as requested by committees or other city departments.
- Drafts and distributes correspondence to oil and gas representatives, pipeline companies, or other entities to clarify code applications and inform of changes.
- Conducts field investigations of potential violations; gathers evidence; interviews complainants, witnesses, and suspects; compares facts to code requirements; makes findings; and issues warnings, correction notices, Municipal citations, or criminal complaints.
- Meets with owners, tenants, contractors, developers, and businesses to review and explain code requirements and violations or potential violations; achieves code compliance.
- Drafts and distributes correspondence, memoranda, notices, flyers, brochures, media releases, and reports relating to code enforcement issues and actions.
- Provides information to the public regarding code enforcement matters.
- Maintains logs and records related to inspection and enforcement activities; prepares recommendations for code amendments.
- Coordinates efforts with police, planning, building departments, prosecuting attorneys, and other agencies as needed.
- Works with police and prosecutors to obtain statements, depositions, or admissions; prepares cases for court and testifies.
- Assists in obtaining, enhancing, preparing, or presenting exhibits or evidence in court.
- Establishes and maintains effective working relationships with employees, officials, and the public using excellent customer service skills.
- Operates a motor vehicle for department and City business.
- Continuously improves methods of data collection, inspection processes, and record organization.
Requirements
- Subject to the City of Farmington's Drug and Alcohol-Free Workplace Policy, including pre-employment, post-accident, reasonable suspicion, return-to-duty, and follow-up testing.
- Valid New Mexico driver's license with an acceptable driving record for the past three years.
- High school diploma or GED equivalent; additional education in law enforcement, building inspection, land use, public administration, or related field preferred.
- Some knowledge of code enforcement principles, practices, and methods in a municipal setting.
- Working knowledge of applicable laws, standards, and regulations relating to land use, nuisance, and public safety codes.
- Working knowledge of inspection techniques.
- Ability to prepare, organize, and maintain field inspection data, reports, and systems.
- Ability to analyze complex situations, problems, and data, and use sound judgment in drawing conclusions and making decisions.
- Ability to comprehend and articulate complex facts and relationships in detail, summarize and write clearly and concisely, and testify professionally in court.
- Ability to produce or obtain reports, graphs, charts, photographs, or other evidence and exhibits.
- Ability to establish and maintain working relationships with co-workers, supervisors, other City personnel, and the public.
- Effective oral and written communication skills.
- Ability to follow verbal and written instructions.
- Ability to work under stress, handle stressful situations, and meet deadlines.
- Proficiency in operating a personal computer, including word processing and database software, as well as motor vehicles, phones, radios, copy/fax machines, cameras, sound level testing equipment, portable gas sniffers, fire hydrant wrenches, voltage testers, and various hand tools.
Physical Demands
- Work is performed mostly in field settings with considerable outdoor work required for inspections.
- Hand-eye coordination necessary to operate computers and office equipment.
- Frequently required to stand, walk, use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; sit, climb, balance, stoop, kneel, crouch, or crawl; talk or hear; occasionally required to smell.
- Must frequently lift and/or move up to 50 lbs.
- Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
- Occasionally works in outside weather conditions, high or precarious places, and may be exposed to hot, wet, or humid conditions, fumes, airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
