CM/Mechanical Engineer - Hospital Construction

Pay Range: $100,000 - $140,000/year plus benefits

About the Role

Support the construction program upgrades for the VA Medical Center in West Haven, CT. The Construction Manager / Mechanical Engineer (CM-ME) will assist with the Surgical and Clinical Tower – Phase A1 and A2 Projects through the Senior Resident Engineer’s office, performing monitoring and inspection of construction for compliance with contract requirements.

Responsibilities

• Coordinate submittal reviews and manage the submittal process, ensuring the General Contractor meets specification requirements and establishes a submittal review and management process. Monitor and support timely reviews by all stakeholders. Expeditiously analyze shop and working drawings and advise A/Es on labor and material availability.
• Monitor project financial data and budgetary cost accounting, including administration of construction contract change orders, maintaining spreadsheets for project funds, obligations, payments, balances, and planned expenditures. Assist in documenting change orders (preparing cost estimates, reviewing cost proposals, and preparing change order packages for the Contracting Officer).
• Prepare and maintain construction phase scheduling, including daily diaries for project activities, current project schedules, and coordination with the general contractor. Compare project progress against schedules and address schedule slippages with recommendations for adjustments.
• Conduct or attend weekly or bi-weekly progress meetings to review project status, schedules, and construction contractor payment requirements (including preparation of necessary forms for payment processing by VA).
• Assist in issue resolution by maintaining thorough records of occurrences, contracts, and construction-related matters to support conflict resolution. Conduct and document regular progress meetings with stakeholders to review project status and resolve issues.
• Provide testing and inspection services, including monitoring independent testing agencies/laboratories for project-specific quality control testing and inspection of soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations.
• Provide commissioning services, including professional and technical expertise for start-up, calibration, and/or certification of facility systems. Tasks may include start-up planning, forecasting duration and costs, organizing start-up teams, testing building system components, conducting performance tests, obtaining O&M material, and scheduling/supervising O&M training.
• Perform additional construction-related services, such as maintaining marked-up sets of project plans and specifications for future as-built drawings, routine inspections of construction work, identifying non-conforming work, compiling defect/omission lists, monitoring financial data, assisting in relocation efforts, reviewing RFIs, maintaining daily logs, coordinating owner-supplied equipment, and managing closeout submittals.

Requirements

• Degree in Engineering or a related field from an accredited institution of higher learning.
• Minimum of 5 years’ experience practicing mechanical engineering (10 years strongly preferred) and 5 years’ experience inspecting mechanical construction.
• Knowledge of all aspects of commercial mechanical construction, including underground mechanical installation, medical gas systems, domestic water systems, chilled water systems, and steam systems.
• Knowledge of low HVAC systems, testing and balancing, operations, sheet metal duct systems, and control systems, including direct digital controls.
• Knowledge of conveying systems, including electric dumbwaiters, materials lifts, electric traction elevators, hydraulic elevators, pneumatic tube systems, and uniform dispensing equipment.
• Preferred knowledge of mechanical design and installation for specialized medical and laboratory equipment, including MRI, PET, CT, audiometric booths, fume hoods, biological safety cabinets, and sterilization equipment.
• Ability to provide cost estimates and take-offs for contract modifications.
• Ability to determine compliance of workmanship, materials, equipment, and installed work with contract requirements and industry standards.
• Working knowledge and understanding of building, safety, and environmental codes.
• Working knowledge of environmental, civil, safety, architectural, and structural fields.
• Ability to utilize a variety of software programs to monitor, update, and produce work products.

Preferred Qualifications

• Experience as a Construction Manager managing VA projects.
• Experience as a Construction Manager managing medical projects.
