About the Role

This position is open to U.S. Citizens and permanent residents. This onsite role requires the selected candidate to work from an HHS office in Austin, Texas. This is a Senior Level Individual Contributor position within the IT-Public Health Applications.

The individual will perform highly complex (senior-level) technical analysis, streamline DevSecOps processes, address security audit findings, and handle architecture work. This role provides vision and strategic direction for new and existing systems, identifies areas for improvement, and guides execution to align with business objectives, operational efficiencies, and requirements. The position serves as a subject matter expert for enterprise applications and the entire DevSecOps lifecycle, offering guidance on designing software solutions from the ground up and making high-level decisions throughout the SDLC.

The role operates as a liaison, analyzing user requirements and business processes while advising Public Health Application leadership on designs, fixes, and operational or technical enhancements. It involves advanced, senior-level technology architecture work supporting IT projects, collaboration with application development teams, business stakeholders, and vendor partners, and utilization of Agile development practices.

Responsibilities

  • Provide architectural blueprints and technical leadership to the IT Public Health teams, including vendor teams. Communicate effectively through writing, creating flowcharts, and diagrams.
  • Evaluate vendor deliverables and recommend tools, technologies, and processes to ensure high-quality products.
  • Determine infrastructure and database requirements by analyzing operations, applications, programming, and reviewing existing documentation.
  • Act as IT representative in Architecture Review Board meetings and collaborate with the Chief Technology Office on architecture and design decisions.
  • Identify areas of efficiencies, design, develop, and execute solutions to address business or operational issues. Troubleshoot code-level problems efficiently.
  • Oversee, review, and work closely with development teams, ensuring code quality by avoiding complexity and advocating clarity.
  • Mentor peers and technical teams, collaborating with quality assurance and end users to produce cutting-edge software solutions.
  • Share expertise, set positive examples, encourage creative thinking, and keep teams motivated.
  • Participate in team creation, assign duties, create project timelines, and perform cost analysis and budgeting.
  • Create roadmaps for analysis, design, programming, testing, and deployment of assigned applications/projects.
  • Solicit input from leadership, IT stakeholders, and subject matter experts to standardize tools, systems, and development platforms.
  • Monitor and enforce standards to ensure quality and consistency across the IT PHA division.
  • Develop proof-of-concept implementations that can evolve into production-worthy solutions.
  • Interact with clients, product managers, and developers to envision, model, and provide initial designs.
  • Conduct tests of products, services, or processes to improve quality or performance.
  • Pursue continuing education opportunities to enhance technical and interpersonal skills, staying updated on new technology trends.
  • Work on various proofs of concept (POCs) to improve existing applications and maintain documentation and repositories.
  • Other duties as assigned, including participation in disaster response, recovery, or Continuity of Operations (COOP) activation, which may require alternate shift patterns or locations.

Requirements

  • Proven ability to work across multiple cloud platforms and handle multi-million-dollar project initiatives.
  • Expertise in code deployment, CI/CD pipelines, and DevSecOps methodologies, including industry best practices.
  • Expertise with JIRA, GitHub, and GitHub Actions.
  • Knowledge of latest databases and current types, such as Snowflake, Oracle, MySQL, and NoSQL data stores (e.g., Postgres).
  • Knowledge of cloud delivery models: PaaS, SaaS, IaaS.
  • Knowledge of Agile (Scrum) methodology and Scrum ceremonies.
  • Knowledge of cloud-based services for AWS, Microsoft Azure, or GCP.
  • Familiarity with data visualization tools (e.g., Tableau) and data modeling tools.
  • Good understanding of industry-standard technologies and tools, including database management systems, master data & metadata management tools, data acquisition strategies, and cloud storage with associated security considerations for all data classifications.
  • Knowledge of hardware and software technology infrastructure, configuration, networking, and telecommunications requirements for data & analytics systems.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions.
  • Ability to develop and evaluate policies and procedures.
  • Ability to coordinate multiple assignments/projects, set priorities, and meet deadlines.
  • Ability to plan, assign, and oversee the work of others.
  • Critical thinking ability and grasp of complex topics.
  • Ability to create effective presentations and documentation for executive management, providing overviews of technical approaches to data acquisition and system implementation.
  • Strong verbal and written communication skills, with the ability to build and maintain effective working relationships, negotiate, and develop professional networks.

Qualifications

  • Graduation from an accredited four-year college or university with major coursework in information technology security, computer information systems, computer science, management information systems, or a related field is preferred. Education and experience may be substituted on a year-for-year basis.
  • 10+ years in application design and development, with 5+ years in hands-on cloud architecture roles.
  • 5+ years of experience with cloud technologies and DevOps tools.

Skills

Professional certification in Technology Architecture such as TOGAF or similar is preferred but not required.

Pay

Salary Range: $8,488.33 - $11,422.16 per month.

Schedule

  • Full-time, exempt position.
  • Day shift (First).
  • This position may be eligible for telework, subject to state and agency telework policies and supervisor discretion.
