About the role
Serves as a Senior Software Technical Analyst and Java developer, supporting applications under the Public Health Informatics and Data Exchange section of the Public Health Data Informatics (PHID) section of DSHS. Coordinates with IT, CDC, and Business SMEs to document the Ecosystem routes and message paths. Provides user support for software applications and workflows, including troubleshooting and issue management.
Responsibilities
- Supports the PHID ecosystem; plans and executes application releases.
- Collaborates with IT, CDC, and Business SMEs to document the Ecosystem routes and message paths.
- Provides user support for software applications and workflows - including troubleshooting and issue management (logging, sequence / escalation, and resolution).
- Advise technical and informatics team members in the planning and analysis of user requirements, procedures, and issues encountered during architecting, designing and implementing new software applications and in the improvement of existing applications.
- Investigate problems to identify the ideal solution in a timely manner. Assess the system to identify opportunities for technical improvement. Ensure data has undergone cleansing to ensure it is both correct and useful. Coordinate data route reviews with the integration team to verify accuracy. Ensure that the development of system interfaces and workflows are in alignment with program work processes and business requirements.
- Perform troubleshooting and resolution of issues related with logging, sequence / escalation, and resolution.
- Develops and maintains application code for applications outside of existing vendor support contracts.
- Assists in developing strategic plans for the continuous improvement of the ecosystem.
- Prepare management level reports, such as priority lists, quarterly reports, and operating plans.
- Advise management of the status and progress of projects and other tasks being conducted.
- Oversees the maintenance of existing applications; monitors the resolution of problems related to software development and/or maintenance of the ecosystem;
- Ensures the preparation of system level documentation for use by staff and system users.
- Affords assistance in coordination of project and maintenance activities with other IT Units as needed.
- Interfaces effectively with IT and customers to provide automated solutions to problems.
- Consults with IT and customers on software/hardware purchases.
- Reviews software/hardware justifications and requisitions and makes recommendations.
- Facilitates project meetings.
- Prepares and makes presentations as needed.
Requirements
- 4 years of experience as a Java Developer or 2 years as a Java Developer and either 2 years as a Systems Analyst or Technical Team Lead.
- Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment preferred.
Qualifications
- Knowledge of the limitations and capabilities of software applications and the techniques used in the design of automated systems.
- Knowledge of OWASP programming fundamentals.
- Knowledge of Agile methodology and approaches.
- Knowledge of Project Management and Software Development Life Cycle methodologies and best practices.
- Knowledge of SNOMED and LOINC (or similar integration and reporting technologies).
- Knowledge of CSS.
- Knowledge of Project control and cost estimating techniques.
- Knowledge of Amazon Web Services.
- Skills in data analysis, interpretation, and communication of findings.
- Skills in Java and Java scripting.
- Skills in MS SQL Server, MS SQL, MS Office Suite and Visio.
