About the role
The position promotes PATH’s mission by coordinating and administering client financial and residential services across the organization’s Behavioral Health and Intellectual Disability programs. Responsibilities include managing Representative Payee and Non‑Representative Payee services, benefits eligibility, Medical Assistance, Social Security Administration benefits, Room and Board administration, HUD income verification, and related applications, renewals, recertifications, and client financial records while ensuring compliance with federal, state, licensing, and funding source requirements.
Responsibilities
- Maintain accuracy, completeness, and integrity of the Residential Client Financial Services database, updating eligibility, Representative Payee, Non‑Representative Payee, Room and Board, Medical Assistance, SSA/SSI/SSP, SNAP, LIHEAP, HUD documentation, and other financial information.
- Develop, maintain, and monitor tracking systems, dashboards, and renewal schedules for timely completion of applications, renewals, recertifications, redeterminations, and appeals related to benefits and financial services.
- Ensure compliance with applicable federal, state, local, licensing, funding source, and agency regulations, including ODP Chapters 6100 and 6400, Medical Assistance, SSA, HUD, and Representative Payee requirements.
- Manage Representative Payee and Non‑Representative Payee financial activities in accordance with SSA requirements and agency policies, including processing expenditure requests, reconciling accounts, investigating discrepancies, and preparing required reports.
- Maintain accurate records of client income, expenditures, savings, burial reserve accounts, PA ABLE accounts, banking relationships, and other assigned financial resources.
- Coordinate execution, maintenance, and annual review of Room and Board Agreements, ensuring compliance with agency policies and regulatory requirements; calculate and update charges based on client income and funding sources.
- Facilitate HUD income verification, annual recertifications, and other housing‑related financial documentation to maintain compliance.
- Serve as primary liaison among Residential Programs, Behavioral Health, Housing, Revenue Operations, Finance & Accounting, external agencies, and client representatives to coordinate services, resolve issues, and ensure continuity of benefits.
- Develop and update standard operating procedures, workflows, reference guides, and training materials related to client financial services, eligibility, Representative Payee, Room and Board, and HUD administration.
- Provide guidance, technical assistance, and training to program staff on financial services, eligibility, documentation, regulatory compliance, and agency procedures.
- Participate in implementation, testing, enhancement, and optimization of financial services databases, workflow automation, reporting tools, and other technology solutions to improve efficiency and data integrity.
Qualifications
- Bachelor’s degree in Finance, Accounting, Economics, or Business Administration preferred; Associate’s degree with 5 years of relevant experience may substitute.
- At least 3–5 years of experience (or equivalent combination of education and experience) in program coordination of benefits, client financial services, bookkeeping, financial reporting and analysis, nonprofit accounting, and compliance.
- Valid driver’s license and insured vehicle.
Skills
- Excellent computer skills with proficiency in Microsoft Excel and Word.
- Experience using PA COMPASS, SSA Administration Site, and other current financial platforms.
