Civil Project Manager

About the role

The Project Manager is responsible for the management and delivery of multiple complex infrastructure projects from conception to completion. This includes defining project scope, setting schedules, allocating resources, and providing technical support to a team of professional staff members. The Project Manager serves as the subject matter expert on all aspects of the project and supervises the project lifecycle to ensure successful delivery.

Responsibilities

• Oversee the planning and execution of feasibility studies, preliminary engineering design, alternative analysis, risk analysis, cost estimation, environmental clearance, long-term mitigation obligations, final design, right-of-way acquisition, utility relocation, construction management, and contractual agreements.
• Manage project scope, cost, and schedule from conceptual design to construction completion, ensuring on-time and within-budget delivery.
• Provide direction and management of day-to-day operational activities for team members, consultants, and contractors.
• Maintain accuracy and update project schedules and monthly reports.
• Coordinate and communicate with stakeholders, team members, and leadership to ensure quality deliverables and milestones are met.
• Develop and implement strategies to accomplish projects within prescribed time frames, funding parameters, and risk mitigation.
• Direct the preparation and maintenance of project schedules, budgets, and quality control objectives.
• Conduct project site visits to monitor progress and ensure compliance.
• Manage the delivery of design, PS&E plan set production, and construction of transportation projects, including roadway, bridge, and pedestrian facilities.
• Perform other duties as assigned by management.

Requirements

• Bachelor’s Degree in Civil Engineering or a similar curriculum from an ABET-accredited college or university.
• Licensed as a Professional Engineer (P.E.) in Texas or ability to obtain licensure within six months of hire.
• Valid Texas driver’s license with a good driving record.
• Experience in engineering planning, design, and construction management of roadway and bridge projects:
  • Project Manager I: less than 3 years
  • Project Manager II: 3 years
  • Project Manager III: 5 years
  • Project Manager IV: 7 years
  • Project Manager V: 10 years

Skills

• Considerable knowledge of civil transportation infrastructure design, roadway/bridge design, drainage, and construction standards.
• Proficiency in project management tools, including scheduling software (Primavera P6, Microsoft Project), Microsoft Office 365, Bluebeam, and Adobe Acrobat.
• Familiarity with roadway design, CADD software, and collaborative environments (Microsoft Teams, SharePoint).
• Strong verbal and written communication skills, with the ability to interact effectively with coworkers, the public, industry, and government representatives.
• Ability to work independently or as part of a team, with strong leadership and interpersonal skills.
• Ability to plan, organize, prioritize, train, and evaluate the work of subordinate managers.
• Ability to handle confidential materials with discretion.

Physical Demands

• Ability to work in all weather conditions, including extreme temperatures.
• Ability to safely navigate construction sites, including excavations and heights.
• Exposure to noise, high-speed traffic, and other hazards during inclement weather or emergency response activities.

Schedule

This is a full-time position with a typical work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Hours may vary based on business needs, and occasional nights, weekends, or shift work (including overnight) may be required during inclement weather or emergencies.

Work Environment

Work is primarily conducted indoors (office or job trailer) but may require time outside on construction sites. Exposure to extreme temperatures, noise, and high-speed traffic is possible. Routine use of standard office equipment such as computers, phones, and photocopiers is required.
