About the role

This position ensures the Kansas City District complies with ER 1110-2-111 (Periodic Safety Inspection and Continuing Evaluation of USACE Bridges) and ER 1110-2-8157 (Responsibility for Hydraulic Steel Structures).

Responsibilities

• Manage budgets and schedules for bridge assets within the Kansas City Area of Responsibility.
• Perform quality control reviews, independent technical reviews, and value engineering studies within the structural discipline.
• Review and approve technical engineering features of design and retrofit construction documents, including design memoranda, plans, specifications, drawings, and construction modifications.
• Design, review, and approve structural engineering features and applications for planning, design, retrofit, and construction documentation.
• Apply advanced knowledge of inspection techniques (rope access, under bridge inspection, remote access), non-destructive testing, welding, database management, and industry standards for civil infrastructure.
• Build relationships with USACE dam Operating Project Managers (OPMs), Dam Safety, Design Branch engineers, and Construction Division personnel to plan, budget, and execute the Bridge Program.
• Lead and conduct physical safety inspections of bridges to document defects, assess material degradation, and ensure operational safety.
• Design code-compliant structures for bridges.
• Perform and verify complex bridge load ratings using analytical methods to establish safe, legal, and permit vehicle live load carrying capacities.

Requirements

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A one-year probationary period may be required.

Basic Requirement for Civil Engineer (Structural):

• Degree: Bachelor's degree (or higher) in engineering. The program must:
  • Lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
  • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas:
    • Statics, dynamics
    • Strength of materials (stress-strain relationships)
    • Fluid mechanics, hydraulics
    • Thermodynamics
    • Electrical fields and circuits
    • Nature and properties of materials (relating particle and aggregate structure to properties)
    • Any comparable area of fundamental engineering science or physics (e.g., optics, heat transfer, soil mechanics, electronics)
• Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
  • A thorough knowledge of the physical and mathematical sciences underlying engineering, and
  • A good understanding of the engineering sciences and techniques and their applications to one of the branches of engineering.
  The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure (e.g., Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE))
  • Written test (e.g., Fundamentals of Engineering (FE) examination)
  • Specified academic courses (at least 60 semester hours in physical, mathematical, and engineering sciences)
  • Related curriculum (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, geology) with at least 1 year of professional engineering experience

Selective Placement Factor: Current Professional Engineering (PE) license issued by any U.S. state, the District of Columbia, Guam, or Puerto Rico. A copy of the license must be uploaded with the application.

Specialized Experience: One year of specialized experience at the GS-12 level or equivalent, including:

• Leading and conducting physical safety inspections of bridges to document defects, assess material degradation, and ensure operational safety
• Designing code-compliant structures for bridges
• Performing and verifying complex bridge load ratings using analytical methods

Time in Grade Requirement: Applicants must have 52 weeks of Federal service at the GS-12 level or equivalent within the last 52 weeks.
