About the role

The Louisville District is recruiting for a Dam Safety Program Manager (DSPM) responsible to the District Dam Safety Officer (DSO) for all routine dam safety activities within the District. This position is located within the Geotechnical Branch of the Engineering Division in Louisville, KY.

Responsibilities

• Serve as the focal point for all “routine” dam safety activities within the District.
• Develop, coordinate, and implement the District Dam Safety Program, including coordination of Operations & Maintenance (O&M) funds to ensure dam safety priorities are met.
• Form and facilitate inter-agency partnerships focused on client/sponsor and stakeholder satisfaction and advocate for dam safety within the Region.
• Act as a technical specialist for the establishment and implementation of the dam safety program.
• Manage the district dam safety training program.
• Manage the program of periodic inspection, evaluation, and risk assessment of the dams within the District.
• Function as team leader for dam safety emergency coordination with responsibility for implementing, coordinating, and reporting on project(s) response to emergency conditions.

Requirements

• One year of specialized experience leading and/or working with multi-disciplinary teams during the planning, design, construction, operation, inspection, and evaluation of Civil Works and Dam Safety projects.
• Experience providing quality assurance for dam safety projects.
• Experience providing technical expertise, advice, and assistance regarding Geotechnical Engineering and/or Dam Safety matters.
• Experience performing screening level risk assessments and risk communication of Dam projects.

Qualifications

• Basic Requirement for Civil Engineer (0810) Series or Geologist (1350) Series as outlined by OPM.
• Professional Engineer (PE) license or Professional Geologist (PG) license in good standing is required.
• Valid, state driver’s license is required.

This is a Direct-Hire Authority (DHA) position utilizing DHA for Certain Personnel of the DoD, Section 9905. Relocation/Recruitment Incentives may be authorized (up to 25%). Payment of Permanent Change of Station (PCS) costs may be authorized.
