Civil Engineer I, II or Senior

Full-time Civil Engineer I, II, or Senior position in the Public Works Department.

About the role

Manages the design and construction of thoroughfare, street, bridge, storm sewer, and maintenance projects. Participates in the development of the five-year Capital Improvement Program and Maintenance Program. Coordinates engineering-related activities with other Department divisions, City departments, other governmental agencies, and more. Develops project-related briefings and presentations for the Governing Body, City Manager, citizen groups, and professional organizations.

Responsibilities

• Manages the design of thoroughfares, streets, bridges, storm sewers, and maintenance projects, including:
  • Developing project scope
  • Directing consultant selection and negotiating scope and fee for design contracts
  • Preparing and negotiating interlocal agreements and utility relocation agreements
  • Managing plan preparation and overseeing utility relocation planning
  • Acquiring required right-of-way and easements
  • Managing public involvement activities
  • Overseeing environmental permitting process
  • Supervising project team members
• For federally funded projects, manages all coordination and project administration with KDOT.
• Manages the construction of thoroughfare, street, bridge, storm sewer, and maintenance projects, including:
  • Reviewing contractor bids and determining the lowest and responsible bidder
  • Negotiating material testing contracts
  • Managing construction contracts, schedules, payments, and cash flow
  • Approving change orders and reviewing contractor submittals
  • Ensuring proper utility relocation
  • Conducting weekly progress meetings with contractors
  • Managing media relations and citizen inquiries
  • Maintaining and updating project websites
• For federally funded projects:
  • Prepares invoices to KDOT to request payment
  • Ensures Davis-Bacon provisions are met, including wage rate interviews
  • Ensures DBE goals are met
  • Completes project administration as required by KDOT
• Participates in the development of the five-year Capital Improvement Program and Maintenance Program by:
  • Analyzing infrastructure needs
  • Establishing priorities
  • Developing initial cost estimates
  • Preparing and submitting Project Addition and Project Revision forms
• Provides assistance to the Engineering Services Division and Planning Department by:
  • Reviewing plans and interpreting standards
  • Providing recommendations to address problems and issues
  • Participating in field inspection visits
  • Assisting in the resolution of developers' concerns
• Prepares plans and specifications for thoroughfare, street, bridge, storm sewer, maintenance, and other projects.
• Coordinates land surveys and supervises engineering technicians in plan preparation.
• Designs projects to meet or exceed current engineering practices and fully conform to the Overland Park Municipal Code.
• Prepares legal documents, specifications, and contract documents; supervises construction and post-construction activities in accordance with the City’s Project Procedures Manual.
• Coordinates engineering-related activities with other Department divisions, City departments, governmental agencies, utilities, contractors, developers, consultants, and others as required.
• Develops project-related briefings for presentation to the Governing Body and City Manager.
• Provides regular updates on project activities to the Governing Body and City Manager.
• Makes presentations to citizen groups such as homeowners associations and neighborhood conservation groups.
• Responds to public inquiries and ensures concerns are fully and effectively addressed.
• Uses PAVER programs to develop information required for planning maintenance activities.
• Works days and hours necessary to perform all assigned responsibilities and tasks.
• Must be available (especially during regular business hours) to communicate with subordinates, supervisors, customers, vendors, and others as required.
• Must be punctual and timely in meeting performance requirements, including attendance standards and work deadlines.

Requirements

• Civil Engineer I:
  • Bachelor’s degree in civil engineering or a related engineering field
  • Engineer-In-Training Certification within twelve months of hiring
  • Valid driver’s license with an insurable driving record
• Civil Engineer II:
  • Above requirements plus Professional Engineer registration in the State of Kansas or ability to obtain within one year of hiring
  • Four years of experience in the civil engineering field or equivalent
• Civil Engineer Senior:
  • Above requirements plus six years of civil engineering design experience or equivalent
  • Three years of project management, engineering design, or construction management experience preferred

Skills

• Good oral and written communication skills for dealing with the public, contractors, and city officials
• Mathematical aptitude for analyzing complex engineering data
• Computer skills, including knowledge of AutoCAD and expertise with spreadsheet and database software
• Ability to read and comprehend city regulations
• Analytical skills to perform high-level mathematical calculations and solve complex engineering problems
• Ability to work under distracting field conditions
• Understanding of computer hardware and software as it applies to engineering concepts
• Diplomacy and judgment when working with residents, contractors, or other public officials
• Ability to train and guide subordinates
• Abstract and logical reasoning
• Ability to operate city vehicles on city streets and over uneven roads under construction

Physical Requirements

• Ability to lift minimal weight and transport minimal distance
• Hand and eye coordination to operate data collection equipment
• Hand and eye coordination to input computer data and operate traffic control devices
• Exposure to extreme environmental conditions during site inspections and field data collection
• Ability to travel to field locations
• Visual acuity to review engineering plans and reports, observe traffic conditions, and operate a computer
• Ability to make and receive phone calls
• Mobility to travel to work/project sites, including climbing, walking, stooping, and bending
• Ability to lift 20 pounds and transport 15 feet
• Ability to operate city vehicles on city streets and over uneven roads under construction

Schedule

8:00 a.m. – 5:00 p.m., Monday through Friday.

Pay

• Civil Engineer I (Grade H): $76,083.41 – $104,657.72
• Civil Engineer II (Grade J): $91,943.44 – $126,882.42
• Civil Engineer Senior (Grade K): $102,115.51 – $142,960.85
