Location: Queen Anne's County, Maryland

About the Role

This position provides civil engineering services to the County, functioning under the supervision of the Division Director, Chief, or Project Manager on design and construction projects associated with public infrastructure and facilities. Responsibilities include designing public works and parks projects, providing engineering support to other county departments, assisting with Municipal Separate Storm Sewer Systems (MS4s) and stormwater management programs, pursuing and administering grant funding, supporting the Federal Aid Bridge Program, reviewing traffic impact studies, and managing road, bridge, building, and stormwater projects. The role also involves reviewing site plans and subdivisions, preparing reports, and supervising staff on specific projects.

Responsibilities

  • Provides cordial, responsive, and accurate customer service in both written and verbal formats.
  • Delivers engineering services and manages County projects as assigned.
  • Provides design and drafting services using AutoCAD for assigned projects.
  • Assists in reviewing construction projects and development projects (subdivisions and site plans).
  • Supports senior department management as required.
  • Supervises Civil Engineering Technicians, Construction Inspectors, and other staff on specific project teams (Department of Public Works only).
  • Performs other duties as assigned.

Requirements

  • Undergraduate degree in civil engineering from an ABET-accredited college or university.
  • Possession of a Class C Maryland Motor Vehicle Operator’s License (or equivalent from another state) or ability to obtain within 30 days of employment.
  • Completion of the following NIMS training within the first year of employment:
    • IS-700 (Non-supervisory Employees)

Skills

  • Ability to maintain collaborative working relationships with stakeholders.
  • Proficiency in using surveying equipment.
  • Ability to read, analyze, and interpret governmental regulations and procedures.
  • Ability to prepare reports and business correspondence.
  • Effective communication and presentation skills for clients and the public.
  • Advanced mathematical skills, including exponents, logarithms, quadratic equations, and statistical analysis.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Proficiency in interpreting technical instructions, construction drawings, and specifications.
  • Experience with computer-aided design and drafting programs (e.g., AutoCAD).

Physical Demands

  • Typically required to sit at a desk or computer table for extended periods.
  • Occasionally required to walk, stand, or stoop.
  • Occasional lifting, carrying, pushing, or pulling objects up to 20 pounds.
  • Use of office equipment requiring above-average dexterity.
  • Sufficient hearing and speaking ability to communicate in person and over the telephone.
  • Visual ability to operate required equipment effectively.

Work Environment

Work is primarily performed in an office-like setting with occasional duties in outside weather conditions. The noise level is moderate. This position is designated as essential and may require reporting to duty during inclement weather or other closures. Employees may be required to work shift work, overtime, weekends, holidays, or remain on standby for callback.
