• Graduate Engineer I – Salary Range (E7): $65,994.84 – $95,694.76 annually ($31.72 – $46.00 hourly)
• Civil Engineer I – Salary Range (E11): $84,422.85 – $122,415.99 annually ($40.58 – $58.85 hourly)
• Civil Engineer II – Salary Range (E12): $89,783.70 – $130,189.41 annually ($43.16 – $62.59 hourly)

Essential Functions & Responsibilities

Graduate Engineer I

• Assist with implementing capital improvement projects while working with contractors, consultants, and other city departments or state agencies.
• Serve as the city’s project manager (under the CIP Manager) for assigned projects, supervising and overseeing contractors and consultants.
• Develop, review, and coordinate plans, specifications, cost estimates, and contracts for multiple projects.
• Perform construction‑management duties to ensure timely completion within budget constraints.
• Manage professional‑service and construction contracts, including negotiation, execution, tracking, and invoicing.
• Act as liaison with consultants, external engineers, and internal/external stakeholders.
• Assist with land‑acquisition and franchise‑utility coordination.
• Respond to public and inter‑departmental inquiries related to capital improvement projects.
• Assist in preparing ordinances and resolutions for City Council action.
• Perform research and routine clerical functions.

Civil Engineer I

• All duties of Graduate Engineer I, plus:
• Develop and coordinate agreements related to capital improvement projects.
• Conduct public meetings and facilitate public involvement as needed.
• Develop and update design manuals and construction specifications within the discipline.
• Present information and recommendations to City Council and Administration.
• Prepare ordinances and resolutions for City Council action.

Civil Engineer II

• All duties of Civil Engineer I, plus:
• Conduct consultant selection procedures (scope, definition, bidding, negotiation, contract preparation, and project administration).
• Prepare written technical reports and make presentations to City Council, subcommittees, and external agencies.
• Provide engineering support to other city departments.
• Work with limited managerial direction, following broad practice, precedents, policies, and goals.

Senior Engineer I

• All duties of Civil Engineer II, plus:
• Provide technical direction, training, and support to other divisional professionals and City departments.
• Assist the CIP Manager in supervising and guiding other CIP team members (work assignments, time management, professional development).
• Serve as a subject‑matter expert for a specific civil‑engineering discipline.
• Monitor industry trends and recommend innovative technical advancements.
• Perform supervisory activities in the absence of the CIP Manager.

Senior Engineer II

• All duties of Senior Engineer I, plus:
• Independently guide and mentor other CIP team members (work assignments, time management, professional development).
• Assist the CIP Manager with workload planning and adherence to the plan.
• Develop and implement citywide strategies for the CIP process and engineering standards.
• May supervise other CIP Engineering staff.

Required Qualifications

Graduate Engineer I

• Bachelor of Science in Civil Engineering or related field.
• Engineer‑in‑Training (EIT) certificate.

Civil Engineer I

• Bachelor of Science in Civil Engineering or related field.
• Professional Engineering (PE) license.
• Four (4) years civil‑engineering experience, or equivalent combination of education, training, and experience.

Civil Engineer II

• Bachelor of Science in Civil Engineering or related field.
• Professional Engineering (PE) license.
• Seven (7) years civil‑engineering experience, or equivalent combination of education, training, and experience.

Senior Engineer I

• Bachelor of Science in Civil Engineering or related field.
• Professional Engineering (PE) license.
• Ten (10) years civil‑engineering experience, or equivalent combination of education, training, and experience.

Senior Engineer II

• Bachelor of Science in Civil Engineering or related field.
• Professional Engineering (PE) license.
• Thirteen (13) years civil‑engineering experience, or equivalent combination of education, training, and experience.

Conditions of Employment

• Pass a drug screen and background check.
• Possess a Class C Texas driver’s license.
• Physical demands: light effort (sedentary to light work) with occasional lifting of 5‑10 lb objects; extended periods at a keyboard; visual, auditory, and oral communication requirements.
• Work environment: regular office setting without exposure to adverse environmental conditions such as dust, fumes, extreme temperatures, noise, or hazardous materials.
