CHW Unit Manager

About The Position

This position plans, organizes, directs, and evaluates the daily operations of assigned grant-funded public health programs within the Community Health Worker (CHW) Unit. Working under the guidance of the Community Health Initiatives (CHI) Section Director, the Unit Manager will lead the implementation and administration of federal, state, and externally funded grants. This includes monitoring deliverables, performance measures, reporting deadlines, and corrective action plans. They will also develop, monitor, and manage budgets and grant expenditures for assigned programs. A critical part of this role includes supervising professional staff assigned to the Unit, establishing work priorities, and assigning responsibilities to ensure effective program operations. Additionally, the CHW Unit Manager will champion the ongoing promotion, education, and sustainability of Community Health Workers in Kansas, including collaborating directly with the CHW workforce to gather knowledge, ideas, and insights to expand their resources and impact.

Responsibilities

• Plans, organizes, directs, and evaluates the daily operations of assigned grant-funded public health programs within the Community Health Worker (CHW) Unit.
• Works with program staff and epidemiologists to develop annual workplans, operational goals, timelines, and performance measures that align with program, section, bureau, and agency priorities.
• Monitors program activities to ensure timely completion of deliverables and achievement of grant objectives.
• Identifies operational challenges and implements solutions to improve program effectiveness and efficiency.
• Recommends policy, process, and operational improvements to the Section Director.
• Leads quality improvement initiatives and supports performance management activities within the unit.
• With oversight of the Section Director, directs implementation and administration of federal, state, and other externally funded grants.
• Ensures compliance with grant requirements, federal and state regulations, agency policies, reporting requirements, and program guidance.
• Monitors grant deliverables, performance measures, reporting deadlines, and corrective action plans.
• Coordinates grant applications, amendments, continuation requests, progress reports, and closeout activities.
• Supports audit preparation and compliance activities.
• Maintains complete and accurate program records.
• Supervises professional staff assigned to the Unit.
• Conducts recruitment, onboarding, performance evaluations, coaching, employee development, and corrective action when necessary.
• Consults the Section Director and/or Bureau Director regarding significant personnel matters.
• Establishes work priorities and assigns responsibilities to ensure effective program operations.
• Ensures staff receive appropriate training and maintain the competencies necessary to perform assigned duties.
• Promotes teamwork, accountability, continuous learning, and a positive work environment.
• Effectively manages change and adapts to evolving public health priorities.
• Serves as the primary point of contact for assigned programs with local health departments, healthcare providers, community organizations, contractors, federal partners, state agencies, and other stakeholders.
• Directs the ongoing promotion, education, and sustainability of Community Health Workers in Kansas.
• Works with the CHW workforce to gather knowledge, ideas, and needs to further expand their knowledge, resources, and sustainability in Kansas.
• Coordinates cross-functional activities with other agency bureaus and external stakeholders.
• Represents the bureau and section on committees, workgroups, meetings, and collaborative initiatives.
• Presents educational and informational lectures at the request of providers, other agencies, the legislature, and professional associations.
• Assists state-level coalitions in achieving Healthy Kansans objectives for preventative and community health.
• Develops, monitors, and manages budgets and grant expenditures for assigned programs under the oversight of the Section Director.
• Reviews expenditures to ensure allowability, accuracy, and compliance with funding requirements.
• Assists with budget forecasting, financial reporting, and resource allocation.
• In collaboration with the Section Director, oversees the development of contracts, vendor relationships, procurement activities, and operational workflows supporting grant-funded initiatives, including adherence to bureau and agency workflows and policies.

Qualifications

• High School, GED
• Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
• Two years of experience in planning, organizing, and directing the work of a department, program, or agency, and/or planning, developing, implementing, coordinating, or providing public health programs or other educational programs to the public or community.

• Demonstrated ability to prepare grant proposals, reports, and other written documents

• Ability to establish priorities, manage competing deadlines, and adapt to change
• Ability to communicate effectively verbally and in writing
• Skill in stakeholder engagement, partnership development, and interagency collaboration

• Knowledge of applicable federal and state laws, regulations, policies, and audit requirements
• Knowledge and skill in program evaluation, quality improvement, and performance management

Pay

Hourly Pay Range: $28.52

Schedule

Monday-Friday, 8am-5pm (Flexible schedules available)
