Children and Family Services Specialist 1 (NY HELPS)

This vacancy is located in the Division of Child Care Services, Westchester Regional Office.

Responsibilities

• Evaluate initial and renewal child care provider applications for licensure.
• Conduct field inspections of licensed child care programs and programs seeking licensure.
• Conduct complaint investigations.
• Perform safety assessments and criminal history evaluations.
• Initiate enforcement actions.
• Provide technical assistance to child care providers.

Requirements

Transfer Candidates

• One year of permanent competitive or 55b/c service in this title or from a title eligible for 70.1 transfer into the Children & Family Services Specialist 1.

Open to the Public (NY HELPS Program)

• Six years of experience providing services to children and their families in one or more of the following areas:
  • Inspection, management, or administration of foster care, day care, adoption, domestic violence programs, youth detention facilities, or other child care providers for compliance, certification, or licensing purposes.
  • Providing, supervising, monitoring, or administering services such as social casework, case planning, case management, counseling, crisis intervention, advocacy, or direct investigation of potential abuse and neglect in settings including human services, juvenile justice, criminal justice, local departments of social services, or local voluntary childcare service programs.
• An associate degree may substitute for two years of experience.
• A bachelor’s degree may substitute for four years of experience.
• A master’s degree may substitute for five years of experience.
• A doctorate may substitute for six years of experience.

Additional Information

• Core operating hours for office-based positions are 8 AM to 5 PM. Exact shift will be discussed during the interview.
• This position may initially be filled via non-competitive appointment under the NY HELPS Program, with conversion to competitive status expected within one year.

Background Investigation

• All prospective employees will undergo a Criminal Background Check (CBC), including State and federal Criminal History Record Checks.
• All convictions must be reported; felony or misdemeanor convictions or falsified/omitted information may bar appointment or result in removal.
• Prospective employees will be fingerprinted and screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Fees may apply.
• For Division of Juvenile Justice and Opportunities for Youth (DJJOY) appointees, a check against the Staff Exclusion List (SEL) will be conducted. Those found responsible for serious or repeated acts of abuse or neglect will be barred from appointment.
