Child Psychologist

ICF is seeking a Child Psychologist to join a team of clinical and subject-matter experts supporting the Administration for Children and Families (ACF) mission. This role is part of the Prevention of Sexual Abuse project, conducting compliance audits and technical assistance for the Office of Refugee Resettlement (ORR) provider community. The team ensures clinical, behavioral health, disability-related, and psychosocial risk factors are identified and addressed, promoting safe, trauma-informed, and compliant care environments to prevent sexual abuse, harassment, and other forms of child abuse and neglect.

This is a six-month position with potential for extension based on project needs, funding, and organizational requirements. The role requires approximately 25% travel to provider sites and includes full-time hours with on-call/after-hours availability.

About the Role

The Child Psychologist will support the identification, prevention, and response to behavioral and trauma-related risks that may contribute to unsafe environments or increase vulnerability to abuse.

Responsibilities

• Support quality assurance of mental health care, including routine screening practices.
• Increase access to quality mental health services for unaccompanied children (UAC).
• Build capacity of behavioral health providers and support referral networks.
• Support surveillance of mental health conditions across UAC populations.
• Conduct site visits and needs assessments of mental health services.
• Train staff and stakeholders on trauma-informed care and child safety practices.
• Participate in cross-ORR workgroups to ensure compliance and service quality.
• Determine appropriate mental health responses to suspected or substantiated sexual abuse/harassment.
• Review and assess abuse response protocols.
• Consult on individual or provider conditions that may indicate risk of inappropriate sexual conduct or unmet mental health needs.

Requirements

• PhD or PsyD with an active clinical or counseling license.
• Minimum of 5+ years of clinical/public health experience.
• Expertise in trauma, child development, and behavioral risk assessment.
• Ability to obtain and maintain a Public Trust Clearance.

Preferred Skills

• Knowledge of migrant/refugee issues, particularly related to children.
• Experience working for a refugee program.
• Prior work experience in a consulting environment.

Pay

The pay range for this full-time position is $108,476.00 - $184,409.00.
