Child and Youth Program Teen Coordinator

This position operates under the supervision of the Youth Director, focusing on administering Child and Youth Programs (CYP) teen activities with minimal supervision. Work is reviewed for program effectiveness, compliance, and alignment with broader objectives.

Responsibilities

• Programming
  • Assist in developing and supervising developmentally appropriate teen programs that promote social, emotional, physical, and cognitive growth.
  • Establish educational and recreational activities that foster development.
  • Develop and implement programs required by the Department of Navy (DoN), such as Boys and Girls Club of America (BGCA) or 4-H initiatives.
  • Organize special interest activities, including trips, events, dances, and family-inclusive programs.
  • Involve youth and teens in planning to ensure activities meet their social and recreational needs.
  • Collaborate with other military installations to plan regional teen activities.
  • Collect participant feedback and recommend program improvements.
• Indoor/Outdoor Environment
  • Prepare facilities or outdoor spaces for activities, ensuring safety requirements are met.
  • Secure age-appropriate supplies and equipment, maintaining them in good condition.
  • Control and properly store program equipment, games, and supplies.
• Interactions and Relationships
  • Create a program environment that enhances physical, emotional, social, and cognitive development while sustaining participant interest.
  • Model appropriate sportsman-like conduct for CYP employees, volunteers, and participants.
  • Use child and youth guidance techniques to encourage positive interactions, conflict resolution, and self-esteem.
• Supervision of Children and Youth
  • Provide care, supervision, and accountability for program participants in compliance with local policies and standards.
  • Ensure activities promote holistic growth for youth and teens.
• Outreach
  • Publicize upcoming teen, fitness, and sports events to the community.
  • Visit local housing areas to engage teens and encourage program participation.
  • Assist in developing a youth sponsorship program for new military dependents, including outreach and peer-to-peer opportunities.
• Personnel Management
  • Supervise a staff of three or more, including Program Assistants and Operations Clerks.
  • Initiate and implement personnel actions (e.g., selection, training, promotions, disciplinary actions) under the Youth Director’s direction.
  • Support EEO objectives and policies in personnel management.
  • Establish and rate employee performance standards.
  • Resolve personnel-related complaints and recommend corrective actions.
• Compliance
  • Ensure compliance with fire, safety, security, and DoD CY program regulations.
• Additional Responsibilities
  • Assume Youth Director duties in their absence, under CYP Director oversight.
  • Assist in preparing grant applications for additional funding.
  • Serve as a mandatory reporter for suspected child abuse or neglect.

Requirements

• Subject to pre-employment and random drug testing (Test Designated Position).
• Must pass E-Verify employment verification and resolve any discrepancies.
• Must pass a pre-employment physical, provide immunization records, and be free of communicable diseases.
• Must obtain and maintain required security clearance.
• Must complete and maintain training certifications required by Federal, State, and national accreditation institutions.
• Must be a U.S. citizen or hold 3 years of lawful U.S. residency.
• Automatic disqualification for convictions involving sexual offenses, child victims, or felony drug offenses, as well as negligence in civil/administrative proceedings related to child care.

Qualifications

Applicants must demonstrate experience and knowledge, skills, and abilities (KSAs) relevant to the position. A qualified candidate possesses one of the following:

• A combination of 3 years of experience in developmentally appropriate programming and corresponding credentials, or
• Knowledge of developmentally appropriate programs for youth aged 13–18, including physical, emotional, social, and cognitive needs.
• Knowledge of child/youth development principles, practices, and techniques.
• Experience with teen programming activities.
• Knowledge of Federal and State laws on child abuse/neglect detection and prevention.
• Skills in program planning, organizing, and employee scheduling.
• Preferred: Experience working with military families and understanding of military lifestyles.
• Ability to communicate effectively in English (orally and in writing) and strong interpersonal skills.
• Ability to lead, supervise, and interact with youth and teens.
• Ability to safeguard monies/equipment, maintain records, and supervise others.

Education

One of the following:

• A Child Development Associate (CDA) credential, Military School Age (MSA) credential, or equivalent and 3 years of experience in developmentally appropriate programming.
• A 2-year degree in Early Childhood Education (ECE), Child Development, or related field (e.g., Youth Recreation, Physical Education, Elementary/Secondary Education, Youth Development, Psychology, Social Work) and 2 years of full-time experience working with children/youth.
• A 4-year degree in any of the above fields and 1 year of experience working with children/youth.

If your degree is pending or you hold DoD-approved competency-based training certificates or a valid CDA/MSA credential, you must also provide a copy of your high school diploma or equivalent.
