About the role

The Houston-Galveston Area Council (H-GAC) is seeking a Chief Transportation Officer to lead the organization's transportation division and the Transportation Policy Council. Reporting to the Executive Director, the Chief Transportation Officer will develop and implement a long-term vision for transportation in the region, overseeing regional multimodal planning, subregional planning, project development and programming, administration and finance, and data analytics.

Responsibilities

  • Develop and execute the 20-year Regional Transportation Plan (RTP)
  • Manage the Transportation Improvement Program (TIP) and ensure effective project scoring and selection
  • Oversee congestion management, transportation conformity, and air quality policies
  • Engage with stakeholders, funding partners, and community leaders to set the vision for the region's transportation future
  • Lead a team of professionals in the transportation department and Data Analytics & Research department
  • Ensure efficient and effective use of funding, with programming responsibilities ranging from $700 million to $1 billion annually
  • Build meaningful partnerships with local, state, and federal partners, including county and city leaders, TxDOT, and advocacy groups
  • Represent H-GAC in public forums, legislative hearings, and national conferences
  • Foster a culture of collaboration and transparency to achieve consensus on transportation priorities

Requirements

The ideal candidate will have a minimum of 10 years of experience in transportation planning, policy, and project management. Experience leading large-scale transportation initiatives, managing budgets, and collaborating with multiple stakeholders is essential. A Master's degree in urban planning, transportation engineering, or a related field is preferred.
