About the Role

This position is responsible for providing management and direction in all areas of fiscal/accounting and procurement services for the Regional Institute for Children and Adolescents (RICA) Baltimore to maintain a family-driven, youth-guided program.

Responsibilities

• Preparing and processing the facility's Annual Operating Budget Requests, Annual Medicare Cost Report, Quarterly Budget Projections, and Expenditure Management Plan.
• Supervising and managing all financial aspects of the facility.
• Providing supervision, guidance, and administrative support to Payroll, Accounts Payable, Accounts Receivable, Purchasing/Procurement, and Client and Welfare Funds.
• Reviewing and auditing the facility's working fund accounts.
• Serving as the central contact during surveys conducted by internal and legislative auditors.
• Addressing and responding to audit findings and implementing corrective actions.
• Developing, reviewing, revising, and implementing facility's in-house policies/procedures regarding each aspect of fiscal services.
• Serving as the Agency Fiscal Officer for the facility's Corporate Purchasing Card Program.
• Participating in Operations meetings and presenting fiscal/procurement-related issues to department heads.
• Overseeing the overall property account for the agency, including supervising the Property Officer to ensure compliance with DGS.

Requirements

• Bachelor's degree from an accredited college or university and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level.
• A Master's degree from an accredited college or university will substitute for one year of the general experience, and a Doctorate will substitute for two years of the general experience.
• Additional experience will substitute on a year-for-year basis for the college degree.

Qualifications

The desired candidate should possess experience with the State's Financial Management Information System (FMIS) as well as fiscal activities to include accounting, budgeting, or auditing experience.
