This examination is being given to fill 3 vacancies in the Behavioral Health Services department and to establish an eligible list for future vacancies. The approximate salary range is $11,002.51 - $13,373.62 per month. This is a full-time position.
About the Role
Plans and develops a mental health program for mentally ill, disabled, or emotionally handicapped clients. Conducts and participates in staff meetings to ensure effective coordination of work; hires, trains, and evaluates staff. Serves as an advocate for the civil and service rights of clients and family members.
Responsibilities
- Selects, assigns, supervises, and evaluates subordinate professional and paraprofessional personnel in social casework, case history recording, and related tasks.
- Assigns cases and assists subordinates with difficult cases.
- Prepares program budgets; maintains records, reports, and correspondence; may requisition supplies.
- Consults with medical personnel and other staff regarding social and environmental problems of clients and their families.
- Participates in planning and conducting training programs on diagnosis and treatment methods.
- Coordinates the social work program with related community social services and treatment facilities.
- Supervises and participates in interdisciplinary diagnostic and dispositional conferences to determine illness nature and recommend treatment plans.
- Performs clinical assessments and pre-release case studies, making recommendations accordingly.
- Determines, interprets, and implements policies and procedures; monitors program effectiveness.
- Represents Mental Health Services at conferences and addresses groups; may represent the department on service aspects of mental health programs.
Requirements
- Must possess and maintain a valid license as a Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (MFT), Licensed Professional Clinical Counselor (LPCC) issued by the California Board of Behavioral Sciences OR a valid license as a Psychologist issued by the California Board of Psychology.
- Graduation from an accredited university with a master’s or doctorate degree in social work, counseling, psychology, or a related field acceptable to the State of California Board of Behavioral Sciences toward licensure.
- Two years of progressively responsible licensed casework experience as an LCSW, MFT, LPCC, or Psychologist, including counseling or therapy in a clinical or treatment setting and one year of supervisory experience.
- Must possess a valid California driver’s license.

Physical and Mental Requirements
- Mobility: Frequent keyboard operation, sitting, walking; occasional standing, pushing/pulling, bending/squatting, and stair climbing.
- Lifting: Frequent lifting of 5 lbs. or less.
- Visual: Constant use of overall vision, hand/eye coordination, depth perception, and reading/close-up work; frequent need for color perception and peripheral vision.
- Dexterity: Frequent holding, reaching, grasping, repetitive motion, and writing.
- Hearing/Talking: Constant hearing of normal speech and talking in person or on the telephone; frequent hearing on a telephone/radio; occasional hearing of faint sounds and talking over a public address system.
- Emotional/Psychological Factors: Constant public contact, decision-making, and concentration; frequent exposure to emergency situations; occasional exposure to trauma, grief, or death.
- Environmental Conditions: Frequent work in an indoor office environment; occasional exposure to noise, varied outdoor weather conditions; occasional working alone, weekends/nights, and work-related travel.

- Deferred Compensation: Plan under IRS Section 457 allowing annual contributions up to $22,500 (or 100% of includible compensation). Individuals age 50+ may contribute up to $30,000. Roth IRA (after-tax) also available.
- Vacation: 10 days per year up to 3 years; 15 days after 3 years; 20 days after 10 years; 23 days after 20 years.
- Holidays: 10 or 14 holidays per year, depending on hire date.
- Administrative Leave: 10 days per fiscal year, not carried over.
- Sick Leave: 12 days annually with unlimited accumulation. Eligible for 8 hours of administrative leave if leave balance meets criteria.
- Bereavement Leave: 3 days for immediate family; 2 additional days for spouse, domestic partner, parent, or child.
- Merit Salary Increase: Eligible for step increase after 52 weeks (2,080 hours) at each salary range step.
- Educational Reimbursement: Up to $850 per fiscal year for career-related coursework; up to $1,600 per fiscal year for approved 4-year academic programs.
- Parking: County contributes up to $20 per pay period for employees assigned to Downtown Stockton.
