Chief Financial Officer (On-Site)

About the role

The Chief Financial Officer (CFO) is a vital member of The Harris Center’s Executive Management team, providing mission-critical, highly visible, and complex leadership to ensure effective administration and evolution of the agency. The CFO is accountable for all financial operations, executes strategic plans, provides fiscal oversight, and advances Agency goals and objectives. The position evaluates performance and makes decisions regarding hiring and discharging staff, and has authority to review, approve, or deny recommendations and decisions made by directors and/or managers. The CFO acts as a trusted advisor to the CEO.

Responsibilities

• Direct responsibility and management of Finance and Accounting, Budget, Revenue Management, Purchasing, and other administrative functions; ultimate responsibility for the performance of those departments.
• Provide the CEO with effective advice on company strategies and their implementation; manage the stated functions; obtain and oversee the work of outside vendors and service providers.
• Direct involvement in complex business transactions, negotiating critical contracts, and financial management.
• Provide instructional leadership to department heads; participate in the development and implementation of relevant aspects of the organization’s strategic plan; create administrative policies and procedures; develop and manage budgets; engage staff.
• Accurately interpret regulations related to fiscal policy; produce and submit the Agency annual budget within prescribed format and timelines.
• Act as the Agency’s investment officer; ensure that the investment policy and strategy approved by the Board of Trustees is observed.
• Oversee negotiations and relationships with managed care organizations.
• Direct the procurement function and ensure compliance with federal and state laws.
• Monitor overall productivity of respective areas of responsibility; improve productivity through consolidation of activities and delegation of functions.
• Interact with colleagues at all levels of the organization and in the community in a diplomatic, professional, and tactful manner.
• Collaborate with stakeholders and consider financial impact on all parties in the decision-making process.
• Establish and oversee an organizational process structure that provides quality support service delivery for internal and external customers.
• Present financial reports to board members with a firm command of the relevant facts and circumstances.
• Demonstrate ability to be an effective change agent; drive and lead change across the organization.

Qualifications

• Bachelor’s degree required; Master’s degree (MA, MBA, MS, MPH) preferred.
• Minimum seven (7) years of progressively responsible experience with at least two (2) years in a leadership role.
• Five (5) years of experience in behavioral health or general healthcare with emphasis on administration, supervision, and fiscal allocation preferred.
• Managed care alternative or value-based payment experience preferred.
• Significant experience in a large, complex organization with proven financial, budgetary, and capital planning expertise.
• Experience in the financial operations of a governmental entity is a plus.
• Certified Public Accountant credential preferred.
