Chief Financial Officer

Serves as OCHN's senior financial executive and strategic advisor to the Chief Executive Officer, providing executive leadership for all financial operations with a focus on ensuring the long-term fiscal health and sustainability of OCHN and its contracted provider network.

Responsibilities

  • Provides strategic direction and oversight of financial planning, budgeting, forecasting, accounting, financial reporting, internal controls, and audit activities.
  • Ensures effective stewardship of public resources and organizational assets.
  • Establishes, implements, and monitors long-range financial strategies and objectives that support OCHN's mission, strategic priorities, and operational goals.
  • Provides executive oversight of multiple federal, state, local, grant, and Medicaid funding sources, ensuring compliance with all applicable laws, regulations, contractual requirements, and governmental accounting standards.
  • Monitors financial performance, identifies organizational risks and opportunities, and provides data-driven financial analysis and recommendations to support executive decision-making.
  • Leads, develops, mentors, and evaluates the Budget and Finance Division.
  • Ensures understanding of Prepaid Inpatient Health Plan and Community Mental Health System contractual reporting requirements, cost accounting, system delivery, and allowable costs for each specific fund source.
  • Oversees annual Financial Audit and Single Audit processes, including knowledge of governmental accounting, Medicaid rules and regulations, and adherence to 42 Code of Federal Regulations and GAAP principles.
  • Applies in-depth knowledge of the Michigan Behavioral Health System, costing and cost allocation methods, system budget development and forecasting, healthcare analytics, managed care rules and regulations, and outcome-based funding development and implementation.
  • Develops innovative financial strategies while ensuring compliance with state and federal regulations.
  • Serves as the organization's primary financial liaison with external auditors, banking institutions, regulatory agencies, and other financial partners.
  • Plans and supervises the implementation of system or process innovations to improve efficiency and outcomes.
  • Leads development of annual operating and capital budgets.
  • Oversees long-range financial forecasting.
  • Provides financial analysis to support executive decision-making.
  • Oversees cash management and investment activities.
  • Ensures effective internal controls.
  • Presents financial information to the Board.
  • Oversees financial systems and reporting improvements.
  • Identifies financial risks and develops financial policies.
  • Leads collaboration between teams through shared chairing of the Innovation and Operations Team, serving on the Executive Leadership Team, and working with the Board/Sub-Committees/Advisory Councils.
  • Coordinates OCHN's work with community agencies and individuals.
  • Communicates financial issues, progress, and details to the CEO, State, community stakeholders, providers, staff, and the community.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Healthcare Administration, or related field. Master's degree in a relevant discipline preferred.
  • Minimum of ten (10) years full-time work experience in financial analysis, business administration, general accounting, cost accounting, or related area, in a complex multi-site, multi-function governmental entity with increasing responsibilities in a managerial or supervisory capacity.
  • Preferred experience in:
    • Governmental healthcare finance
    • Medicaid managed care
    • PIHP/CMHSP or related health system
    • Public sector budgeting
    • Behavioral health
    • Oversight of Financial Operations
  • Working knowledge of state, federal, and local contract obligations of Pre-Paid Inpatient Health Plans (PIHP) and Community Mental Health Specialty Programs (CMHSP).

Qualifications

  • Demonstrated knowledge of budgetary development and management and accounting principles and procedures.
  • Demonstrated knowledge of statutes, ordinances, resolutions, and regulations governing accounting, auditing, and fiscal procedures.
  • Working knowledge of Organizational Strategic Planning.
  • Demonstrated expertise in Generally Accepted Accounting Principles (GAAP).
  • Expertise in applying GASB standards.
  • Ability to lead multi-area teams with competing priorities.
  • Ability to develop and manage individuals and team culture.
  • Ability to guide, lead, and train staff on Behavioral Health Fund Source management.
  • Ability to analyze, evaluate, and collaboratively use financial data for continuous improvement.
  • Ability to diagnose, initiate, plan, develop, coordinate, and implement multi-program improvement activities.
  • Ability to compile statistics, decipher pertinent information, and present clear, concise, and understandable reports.
  • Demonstrated proficiency in data processing techniques.
  • Ability to prioritize and direct high-level projects, issues, and concerns within the Budget and Finance Team.
  • Ability to recognize and analyze complex operational/administrative or fiscal problems and recommend solutions.
  • Ability to work collaboratively with all levels of the organization and network, fostering an environment that recognizes challenges and initiates problem-solving.
  • Ability to recruit, select, supervise, plan, direct, and evaluate the work of professional, administrative, and clerical employees.
  • Ability to define and provide developmental opportunities for future succession planning and skill enhancement.
  • Highly effective project management, interpersonal, active listening, negotiation, and conflict resolution skills.
  • Ability to respond appropriately to and manage crisis situations.
  • Ability to engage with all providers in OCHN’s network to promote the organization's mission, vision, and values.
  • Ability to keep the Chief Executive Officer and Executive Leadership informed of critical issues impacting financial standing and service provision.

Schedule

  • Work performed primarily in an office environment.
  • Hybrid (onsite/remote) work schedule available.
  • Must be available for meetings and events which may occur outside of standard office hours, including attendance and presentation at evening Board meetings.
  • Must have available means of transportation to and from OCHN and for required offsite meetings or site visits.
