Chief Financial Officer

About the Role
Serves as a primary advisor to the Superintendent and Board of School Directors for business and financial matters, including all financial services management and planning activities.
Essential Functions
- Plans, develops, organizes, implements, directs, and evaluates the organization's employee and retiree services, operating budget, investment, procurement, accounting, investment functions, performance, debt management, and construction.
- Ensures a sound, fiscally responsible employee benefits program, including life and health insurance and pension plans.
- Affirms that the accounting operation of NPSD is in compliance with state, federal, and local laws, as well as with generally accepted accounting principles (GAAP).
- Provides leadership in developing, implementing, and maintaining accounting and administrative policies and procedures across a wide range of activities, including financial accounting and reporting, and makes recommendations to the Superintendent on fiscal policies, principles, and practices.
- Responsible for contract negotiations with two labor associations.
- Assists in developing and executing strategic planning within the district.
- Maintains positive working relationships with financial management officials from other agencies, including the Montgomery County Government, the Pennsylvania Department of Education, other school districts, and local, state, and federal governments.
- Serves as a member of the Superintendent's cabinet and senior leadership team and performs related responsibilities as required.
- Prepares items for the Board of Directors' action, discussion, and information relating to the financial matters of the school district.
- Performs related duties consistent with the scope and intent of the position.
- Provides indirect leadership and direction for facilities, maintenance, transportation, and food service.
- Serves as a primary school district liaison in dealings with the outside business community.
- Assists the Superintendent as required.
Education, Certification, And Experience
- Bachelor's degree required with a minimum of 10 years of recent experience supervising business operations or a Master's degree and at least five (5) years of recent experience in supervising business operations.
- Experience in overseeing employees and demonstrated progressive leadership responsibilities.
- Familiarity with position budgeting and management within a large public organization and knowledge of evaluation standards for select employee groups.
- PASBO certification preferred.
Knowledge
- Thorough knowledge of federal, state, local, and Board of Education laws, policies, regulations, and procedures relating to position and financial management and controls.
- Considerable knowledge of budget and financial management principles, practices, and processes.
- Considerable knowledge of Generally Accepted Accounting Principles (GAAP) and GASB concepts and updates.
- Familiarity with collective bargaining processes.
- Considerable knowledge of continuous improvement principles and practices, including customer service.

- Use integrated financial accounting software.
- Establish relationships and work effectively with all stakeholders and the community through positive representation and communication.
- Organize and manage multiple tasks and time constraints.
