Chief Financial Officer

About the role

Provide executive-level leadership and direction for the agency’s financial services operations, including budget formulation and execution, governmental accounting, cost accounting, financial reporting, internal control reviews, and fiscal risk management
Collaborate closely with agency leadership, Department of Behavior Health and Developmental Servies (DBHDS) staff, auditors, and cost center managers to ensure sound financial stewardship and operational effectiveness
Direct and oversee all financial and accounting operations for the agency
Lead budget development, analysis, forecasting, and execution processes
Ensure compliance with accepted governmental and general accounting principles and procedures
Prepare and analyze financial reports, statements, and complex fiscal data
Oversee payroll, accounts payable, cost accounting, and related financial functions
Complete and review various step-down cost reports and fiscal analyses
Conduct internal financial control reviews, risk assessments, and testing of key financial processes annually
Monitor expenditures and foster shared accountability throughout the budget cycle with cost center managers
Provide financial guidance and strategic recommendations to executive leadership
Coordinate audits and work effectively with auditors and regulatory agencies
Supervise and develop finance and accounting staff
Utilize financial systems and computer applications to support operational efficiency and reporting accuracy

Responsibilities

Requirements

This position is considered essential personnel and would be required to work in the event of an emergency or facility need. All SEVTC positions are required to work different shifts and/or overtime as requested.

Qualifications

• Graduation from an accredited college or university with major course work in accounting, or the equivalent in training, education, and experience
• Significant experience in budgeting, general accounting operations, cost accounting, internal controls, and allied financial functions such as payroll and accounts payable
• Demonstrated ability to supervise and carry out the analysis and preparation of reports, financial statements, and budgets covering complex financial data or transactions
• Demonstrated ability to work effectively with agency management, employees, DBHDS staff, and auditors
• Fosters a shared responsibility for processes throughout the budget cycle with cost center managers from budget development to expenses
• Significant experience in government accounting
• Progressively responsible experience in the accounting field including the supervision and management of the work of skilled professionals in a financial environment
• Advanced certification or degree preferred (CPA, MPA, MBA)

Skills

• General knowledge of statistical analysis and a working knowledge of computers and system analysis
• Competence in budget formulation, analysis, and execution
• Knowledge of accounting and ability to complete various step-down cost reports
• Knowledge of financial internal control reviews, risk assessment, and testing of key financial processes as required annually
• Working knowledge of data processing and computer applications for financial operations, including payroll and timekeeping systems
• Demonstrated ability to communicate both verbally and in writing

Pay

$99,000 - $110,000 Pay Band: 6
