About the role
The NYC Department of Design and Construction is seeking a Chief Financial Officer (CFO) and Chief Savings Officer (CSO) to manage the Finance & Procurement Division and oversee the agency’s budget and financial functions. The CFO will support capital project delivery through process reform, innovation, and regulatory reform oversight. The CSO will analyze spending to identify inefficiencies, eliminate waste, and implement cost-saving measures.
Responsibilities
- Manage the agency’s budget and financial functions, including budget planning, revenue forecasts, collections, and expenditure review/approval.
- Prepare and implement capital and expense budgetary adjustments as needed, oversee vendor payments, and guide fiscal decisions.
- Support capital project delivery through process reform, innovation, and regulatory reform oversight.
- Lead agency budget planning efforts to ensure sufficient funding for personal and other than personal services.
- Coordinate with agency leadership to execute savings initiatives and monitor their progress.
- Directly supervise staff and assist with the development and implementation of City and departmental goals, objectives, policies, and priorities.
- Monitor and evaluate the efficiency and effectiveness of agency and divisional service delivery methods, and analyze administrative and IT systems to ensure operational efficiency.
- Identify opportunities for improvement, particularly to achieve capital project delivery goals set forth in the agency strategic plan.
Requirements
- A baccalaureate degree and four years of experience in an administrative, managerial, consultative, or executive capacity, with at least 18 months in a supervisory role.
- A combination of education and experience equivalent to the above, with at least 18 months of supervisory experience.
Preferred Skills
- Ten years of experience in budget and/or finance, with at least six years in a managerial or supervisory capacity.
- Strong knowledge of City fiscal and budget rules and procedures, including Comptroller Directives.
- Advanced MS Excel skills (including knowledge of macros).
- Effective written and verbal communication skills.

- New York City residency is generally required within 90 days of appointment.
- Candidates must be authorized to work full-time in the United States (U.S.).
- All candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in the minimum qualifications.
