Job Description
The Chief Ethics and Compliance Officer (CECO) provides strategic leadership for compliance and ethics programs within Fluor Marine Propulsion, LLC, which manages and operates the Naval Nuclear Laboratory (NNL). This role is responsible for establishing direction, managing compliance activities, and ensuring adherence to ethical and regulatory standards across NNL. The CECO applies extensive experience and expertise to guide decision-making that impacts employees, vendors, Naval Reactors, policies, and compliance programs. The CECO reports to the General Counsel and presents to the FMP Board of Directors.
Key Responsibilities
- Advise on compliance matters and support prevention/detection of misconduct.
- Develop, document, and annually update compliance and ethics plans.
- Lead communication, training, and measurement of compliance standards.
- Cook with internal/external partners, including Legal, on concerns and investigations.
- Support Executive Compliance & Ethics Committee activities.
- Aid with audits and oversight reviews; identify required disclosures.
- Provide guidance on company practices, procedures, and government compliance.
- Conduct periodic audits of business practices and internal controls.
- Manage team members, fostering development and delivering feedback.
- Apply policies and procedures consistently across all business areas.
- Analyze issues, anticipate risks, and recommend/implement solutions.
- Prioritize complex projects to meet critical deadlines.
- Maintain adherence to all applicable policies and standards.
- Participate in training and professional development.
- Promote knowledge management practices.
- Review internal controls for contractor systems on government IT platforms.
- Ensure employee understanding of federal contracting requirements.
- Assess risk of noncompliance with federal laws and regulations.
- Provide compliance guidance to multi-functional teams.
- Analyze procurement rules for business impact.
- Cook compliance plans, schedules, and reporting.
- Promote ethical conduct and a culture of compliance.
- Research government contracting topics and support resolution of issues.
- Manage government compliance communication and awareness programs.
Required Combination of Knowledge and Skill
- Bachelor’s degree from an accredited college or university in a related technical, engineering or science field and previous experience managing managers.
- Previous experience managing managers.
Preferred Skills
- Bachelor’s degree from an accredited college or university in Law, Business, Public Policy, or related field preferred.
- JD or Masters degree preferred.
- Technical knowledge relevant to compliance and ethics.
- 10+ years of experience in ethics, compliance, legal, or regulatory leadership roles.
- Demonstrated experience leading investigations and complex compliance initiatives.
- Effective communication skills with diverse audiences.
- Ability to learn and apply local, state, and federal statutes and guidelines.
- Attention to detail and effective time management.
- Experience in highly regulated industries (such as government contractors (DOE M&O contractors), energy, technology, research, financial services, healthcare, etc.).
- Intermediate computer skills (word processing, email, spreadsheets, presentations).
- Strong oral and written communication skills.
- Certification as a compliance and ethics professional from a recognized industry association.

Pay Range
$193,800.00 - $314,900.00 annually
