Responsibilities

  • Strategist and lead visionary responsible for providing oversight and guidance to ensure the development and implementation of estimating standards and procedures align with industry standards and best practices.
  • Spearheads the development and implementation of guidelines for estimating markups, including profit and loss, overhead, bonding costs, and escalation factors, etc.
  • Oversight over the functional group to ensure that estimating standards, research, solicitation, the development of sources and vendors, and the accuracy of cost estimates are complied with, implemented, and maintained by the estimating staff.
  • Advises the senior management on departmental policy decisions related to cost estimating practices and procedures to ensure the estimates comply with the overall construction contract requirements and are consistent with MTA guidelines.
  • Lead agency subject matter expert charged with advising estimator staff, engineers, architects, contractors, and subcontractors on changes, effects of cost reductions and adjustments, and resolution of cost estimate issues.

Requirements

  • Bachelor's degree in Engineering, Finance, Statistics, Mathematics, Construction or Project Management, Business Administration, or a related field.
  • A minimum of twenty (20) years of related estimating experience in the construction industry and large-scale projects.
  • A minimum of twelve (12) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.
  • Certified Professional Estimator - ASPE; or Associate Estimating Professional Certification desirable.
  • Alternative delivery experience preferred.

  • Substantial knowledge of construction costs and budgets, assist in developing a project schedule.
  • Substantial knowledge of construction practices, techniques, and equipment.
  • Familiarity with analyzing requirement data to develop material and cost estimates for large projects.
  • Proficiency in mathematics, statistics, and data analysis.
  • Excellent analytical skills and attention to detail.
  • Ability to read and interpret technical documents.
