Chief County Detective

About the Role

This is investigations work at the full performance level for the County's District Attorney's office. A position in this class conducts investigations for use in prosecuting criminal cases. Work includes locating individuals, taking statements and evidence, and conducting background checks. This role is differentiated by the criminal nature of the cases assigned and the administrative investigation responsibility for other County and/or Court functions. The position reports directly to a higher-level investigations position.

Responsibilities

• Receives and reviews cases to identify and document information, determine action needed, and develop cases for prosecuting criminal charges.
• Compiles existing information, noting real or potential sources for further details.
• Assembles evidence of any nature to determine the facts known and needed in a case.
• Conducts legal research as required for investigations.
• Serves court orders, subpoenas, and/or warrants.
• Investigates applications for parole or clemency and parole reviews.
• Prepares reports of investigations.
• Collaborates with law-enforcement agencies in criminal investigations.
• Visits crime scenes to collect photographic and other technical evidence.
• Ensures control of the evidence trail.
• Identifies and locates witnesses; interviews and takes statements from witnesses.
• Follows up on leads established in interviews, regardless of location, time of day, or circumstances; documents all information received.
• Participates in pre-trial and other conferences between prosecution and defense regarding sentencing, plea bargaining, witnesses, and evidence.
• Testifies to general activities and/or specific findings in court.
• Conducts background checks of employees in sensitive County or Court positions and reports findings.
• Maintains and installs wire-tap equipment upon court order; follows up on results.
• Investigates applicants for and complaints about licenses for Bingo and other operations.
• Carries out extradition orders and detainers.
• Performs law-enforcement functions for internal County facilities.
• Apprehends subjects on contempt charges; commits such subjects to County prison.
• Executes court-ordered writs, rules, and attachments.

Supervisory Responsibilities

The position has supervisory responsibility for approximately 6-30 direct reports.

Requirements

• Associate's degree (AA) or equivalent from a two-year college or technical school; or six months to one year of related experience and/or training; or equivalent combination of education and experience.
• At least 10 years of investigations experience in a law-enforcement, criminal justice, or related organization.
• Possession of Certification issued by the Municipal Police Officer Training Commission.

Skills

• Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
• Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
• Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
