About the role

The Chief Building Official is responsible for the administration and enforcement of building codes, zoning ordinances, and related regulations within Grand County. This position ensures compliance with state and local building standards, oversees plan reviews, issues permits, and conducts inspections to safeguard public health, safety, and welfare.

Responsibilities

• Administer and enforce building codes, zoning ordinances, and land-use regulations.
• Review and approve building plans, specifications, and construction documents for compliance with applicable codes and standards.
• Issue building permits, certificates of occupancy, and other required approvals.
• Conduct inspections of construction projects to ensure compliance with approved plans and codes.
• Investigate complaints related to building code violations and take appropriate enforcement action.
• Provide technical guidance and interpretation of building codes and regulations to contractors, architects, engineers, and the public.
• Coordinate with other departments, agencies, and stakeholders on land-use planning, development projects, and code enforcement matters.
• Oversee the maintenance and updating of building codes and ordinances in accordance with state and federal requirements.
• Prepare reports, correspondence, and documentation related to building inspections, permits, and enforcement activities.
• Supervise and train building department staff, including inspectors and administrative personnel.
• Manage departmental budgets, resources, and workflow to ensure efficient operations.

Requirements

• Minimum of five (5) years of experience in building inspection, code enforcement, or a related field, with at least two (2) years in a supervisory or management role.
• Certification as a Building Official, Plans Examiner, or Inspector by a recognized organization (e.g., ICC, IAPMO) is required; additional certifications are a plus.
• Thorough knowledge of the International Building Code (IBC), International Residential Code (IRC), and other relevant codes and standards.
• Strong understanding of zoning ordinances, land-use regulations, and construction practices.
• Excellent communication, leadership, and interpersonal skills.
• Ability to interpret and apply complex regulations and make sound decisions.
• Proficiency in using permitting software, Microsoft Office Suite, and other relevant tools.
• Valid driver’s license and ability to travel within the county as needed.
