CDS Program Lead with Security Clearance
Job Summary
Serve as the central point of contact for all cross-domain efforts within PL SSW, coordinating across PM EW&C and external partners.
Stakeholder Engagement
- Manage relationships with key CDS stakeholders including NSA, DISA CDS Office, Army Cyber Command, Army Cryptologic Office, NETCOM, DEVCOM, and mission partner nations.
- Cybersecurity, data transport, and coalition data-sharing environments.
Technical Management
- Conduct market research and technical assessments of existing and emerging CDS technologies for potential TLS EAB application.
- Lead system architecture and design activities, ensuring security policy enforcement across classification boundaries.
- Ensure adherence to NSA Raise-the-Bar (RTB), DISA CDS Baseline Requirements, and DoD RMF standards.
Testing and Accreditation
- Oversee test planning, integration, and validation of CDS components in both lab and operational environments.
- Ensure development of RMF and accreditation documentation to support Authorization to Operate (ATO).
- Manage interface with appropriate test organizations and approval authorities for CDS certification.
Acquisition and Contract Oversight
- Support creation of Statements of Work (SOWs), technical requirements, and acquisition documentation for CDS-related efforts.
- Monitor contractor and vendor performance, ensuring schedule, cost, and technical performance targets are met.
- Provide input to acquisition milestones and program reviews for CDS integration within TLS EAB.
Team and Technical Leadership
- Lead technical teams of government and contractor personnel focused on CDS development.
- Mentor junior engineers and acquisition professionals supporting CDS-related efforts within PL SSW.
Requirements
- TS/SCI (or Secret with ability to obtain TS/SCI)
- Bachelor’s degree in Computer Science, Cybersecurity, Systems Engineering, or a related field; Master’s degree preferred.
- 8+ years of experience supporting DoD IT systems, cyber capabilities, or EW/Signal Intelligence systems.
- 3+ years of experience with cross domain solution architecture, policy, and implementation.
- Deep understanding of DoD CDS policies, NSA RTB guidance, and DISA CDS Baseline Requirements.
- Strong communication and collaboration skills for interfacing with senior government leaders and technical teams.
Preferred Qualifications
- Experience with EW or Cyber programs, particularly within PM EW&C or other CPE IEW&S portfolios.
- Familiarity with tactical and strategic CDS technologies (e.g., Radiant Mercury, TACDS, Flatirons, OWL, Forcepoint, ISSE Guard).
- Experience integrating CDS into Army mission systems or joint/coalition networks.
- Knowledge of the operational environment for TLS EAB and its role in Multi-Domain Operations (MDO).
- PMP or DAWIA Level II/III Program Management or Systems Engineering certification.
Work Environment
Fast-paced, mission-critical acquisition and engineering environment supporting strategic EW and Cyber capabilities.
Collaboration with cross-functional teams including engineers, cybersecurity experts, acquisition staff, and operational users.
Some travel required for stakeholder engagements, test events, and program reviews.

Salary Range
The projected compensation range for this position is $101,065 to $245,000 (annualized USD).
