About the role
The Colorado Department of Corrections seeks a dynamic leader with a professional medical background to provide senior management which includes planning, directing, and administering the operations of Clinical Services work units in all CDOC correctional facilities throughout the state through subordinate managers.
Responsibilities
- Responsible for all Clinical Services programs that provide state-wide health services which include medical, behavioral health, dental, clinic operations, pharmacy, quality assurance, policy, and support services;
- Define program objectives by strategically planning for mandates, future trends, and offender needs;
- Formulate and/or adjust programs by analyzing the complexities inherent in a multi-faceted environment to determine resourceful, efficient processes and guidelines;
- Provide oversight and direction for health care delivery, staffing patterns, pharmaceutical operations, assurance of quality care, records and services through subordinate management;
- Allocate human and fiscal resources among and between constituent programs;
- Accountable for attaining and presenting organizational and program objectives by collaboration with managers and administrators;
- Accountable for self-organization goals and objectives, and establishing administrative processes, budgets, and programmatic guidelines in support of facilities and division;
- Design, develop, and apply principles of strategic planning to ensure compliance with operational standards while achieving program goals relative to budget, human resources, and application of taxpayer's assets;
- Identify, develop, approve, and provide oversight to policies and procedures that govern the clinical/correctional environment based on standards and the need for change, conforming to all state laws, national and local standards which include ACA and the Health Department;
- Serves as appointing authority to all positions assigned to clinical services;
- Position is responsible for all components of performance management;
- Resolve employee complaints and respond to personnel matters, in collaboration with the Office of Human Resources;
- Serve as a liaison with other state agencies; identify the need for teams or committees and advocate to resolve intra-agency or interagency issues;
- Develop and lead teams, participate in or delegate leadership in the teams to resolve system's issues or processes;
- Provides leadership in advisory, medical professional, interdisciplinary, planning, budget and other committees.
Requirements
Minimum Qualifications:
- Bachelor's degree from an accredited college or university in the medical field.

- Applicant must have 6 years of progressively responsible professional health care management experience in a large public or private sector environment.
- This experience must have included the following:
- Two (2) years of senior level management experience in a multiple level clinical services division, department, or organization;
- Two (2) years of professional public or business administration experience which included establishing division/department/organization structure, developing strategic work plans, budget development and control, and setting goals and objectives to achieve program results and fostering a team environment.
Substitutions
- Progressively responsible professional health care management experience in a large public or private sector environment may substitute for the degree requirement on a year-for-year basis.
- A master's or doctorate degree from an accredited college or university in a medical field may substitute for the bachelor's degree and one (1) year of the progressively responsible professional health care management experience in a large public or private sector environment.

Required Competencies
- Proven experience in healthcare management;
- Proven experience managing staff with professional healthcare experience and qualifications;
- Proven experience in policy analysis, development, and implementation;
- Excellent interpersonal, verbal and written communication and public speaking skills;
- Ability to demonstrate consensus building skills;
- Proven ability to provide efficient and effective customer service, while managing healthcare in a multiple programmatic organization, demonstrating exemplary responsiveness and sound clinical judgment;
- Understand, develop, and implement performance and outcome measures, managing effective operations while ensuring measures are met;
- Ability to provide analytical expertise in strategic planning, operational effectiveness, and progressive establishment and evaluation of measurements;
- Ability to identify goals/objectives, analyze needs/issues, and offer creative solutions;
- Ability to implement and improve operations through effective performance measures;
- Ability to work in a complex political environment;
- Ability to read and comprehend the English language;
- Ability to effectively communicate fluently in English both verbally and in writing.
Preferred Qualifications
- At least two (2) years supervising professional second level supervisors.
- Possession of a valid license through the State of Colorado as a Registered Nurse, Physician Assistant, Nurse Practitioner, or Physician.
- Possession of a valid license through the State of Colorado as a Licensed Professional Counselor, Licensed Clinical Social Worker, Licensed Addiction Counselor, Licensed Marriage and Family Therapist, Doctor of Psychology (Psy.D.) or Doctor of Philosophy (Ph.D).
- Senior level, multi-programmatic, management experience of facilities in a complex, correctional environment that detains client against their will;
- Experience managing and directing a governmental, correctional organization which includes the ability to develop proven collaborative relationships with internal and external stakeholders;
- Ability to interpret legislation, develop innovative programs, and act as an expert in current correctional healthcare trends and issues.
