CCCAP County Monitoring (CM) Specialist

About the role

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education, and well-being of all Colorado's young children, their families, and early childhood professionals in all settings.

The Colorado Child Care Assistance Program (CCCAP) administers and monitors the Child Care Development Block Grant (CCDBG) subsidy statewide. The CCCAP provides child care assistance to low-income families who are working, searching for work, or in school while providing high-quality early learning opportunities for children 0-13 years of age in various early childhood settings.

Responsibilities

• Support the Division and the Program Services Unit in implementing program integrity strategies and programmatic directives in the county administration of the CCCAP by providing statewide monitoring of the subsidy program to ensure compliance with applicable federal laws, state statutes, and CDEC regulations.
• Recommend county training needs and performance improvement initiatives, and manage corrective action measures based on guidance outlined in federal and state regulations, state statute, the State Plan, the MOU, CCCAP regulations.
• Provide policy and procedural guidance in conducting monitoring and compliance activities and oversee county operations for adherence to applicable federal and state directives and applicable county policies regarding county eligibility determinations, providers, CHATS data entry, and fraud prevention and detection through county monitoring visits, case reviews, reviews of county-level reviews, and data reports.
• Inform the training unit to provide informal technical assistance methods or the development of formal training curricula.
• Evaluate internal controls established by counties and the results of county efforts to eliminate fraud, waste, and abuse.
• Maintain tracking and resolution of errors for assigned counties to ensure areas of non-compliance are addressed in a timely manner and meet the requirements of the Program.
• Manage schedule and deadlines, including monitoring calendars to review reports, scheduling appropriate meetings and follow-up related to county monitoring visits, and other monitoring efforts.
• Complete monitoring activities, including county visits, to investigate county practices to ensure issues, problems, or violations are not occurring, or to expose problems and violations that were not previously known, and communicate outcomes verbally or in writing to the CCCAP CM Team Lead or Program Services Unit Manager and others as needed.
• Recommend actions to be taken to correct problems and violations when discovered and monitor adoption of recommendations to ensure future compliance.

Requirements

This position requires a residency in the State of Colorado at the time of submitting your application.

• Minimum Qualifications: Six (6) years of relevant experience in an occupation related to Human Services, Social Services, Early Childhood programs, and/or Quality Assurance of these programs. Must have at least two (2) years of experience in a public benefit assistance program. OR, A combination of related education and/or relevant experience in an occupation related to Human Services, Social Services, Early Childhood programs, and/or Quality Assurance of these programs, AND two (2) years of experience in a public benefit assistance program. A total of seven (6) years of experience and educational credits combined.
• Substitutions: Additional related experience may substitute for the education on a year-for-year basis. Additional appropriate education in a related field may substitute for the experience requirement on a year-for-year basis.
• Professional Experience: Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
