Capture Manager - Civilian Business Group

About the role

SAIC is seeking a highly strategic and dynamic Capture Manager to join the Civilian Business Group (CBG). The role involves end‑to‑end ownership of two to four simultaneous pursuits, developing win strategies, building and managing diverse teams, creating compliant proposals, and driving innovative solutions across federal civilian agencies such as HHS, VA, DOT, DHS, Treasury, and FAA. The position may offer remote work options and is based in Reston, VA, US.

Key Responsibilities

• Manage capture efforts across Civilian markets (HHS, VA, DOT, DHS, Treasury, FAA).
• Lead captures exceeding $100 M, tailoring win strategies for FFP and fixed‑unit‑price contracts with focus on risk assessment, pricing sensitivity, and delivery assurance.
• Build and inspire high‑performing capture teams, overseeing solution development, competitive analysis, customer engagement, and proposal strategy.
• Mentor colleagues to elevate capture excellence across the organization by sharing best practices and innovative techniques.
• Strategically engage senior government stakeholders and teaming partners to shape opportunities and influence acquisition methodologies.
• Develop and manage capture budgets, ensuring responsible investment allocation and measurable ROI for all pursuits.
• Convert complex mission requirements into executable plans aligned with evolving customer objectives and acquisition trends.
• Collaborate with business development, pricing, contracts, and line organizations to develop compelling, winning proposals.

Qualifications

• Bachelor’s degree and 18+ years of related experience (additional years may substitute for a degree).
• Demonstrated sustained success winning large, complex federal prime contracts exceeding $100 M on single‑award deals, including IT services, systems engineering, and integration efforts.
• Strong winning history with multiple civilian agencies (HHS, VA, DOT, DHS, Treasury, FAA).
• Deep understanding of federal procurement vehicles and contract types (IDIQs, FFP, T&M, cost‑plus).
• Experience leading capture efforts for large federal programs and comprehensive knowledge of federal acquisition processes, customer landscapes, and government policies, especially in the health sector.
• Ability to obtain and maintain a minimum Public Trust clearance.

Pay

Target salary range: $200,001 – $240,000. This range reflects typical compensation for the position based on experience and other factors.

Up to 25% travel required.
