Capital Projects Engineer

About the Role

This position involves managing complex engineering projects, including design, construction, and right-of-way acquisition, with a focus on street and storm drainage systems. The role requires coordination with multiple governmental agencies, consultants, and the public, as well as administrative oversight of contracts, budgets, and compliance with federal and state requirements.

Responsibilities

• Prepares, negotiates, and administers contracts with consulting engineers for design, construction management, and right-of-way acquisition; prepares requests for proposals, interviews and selects consultants, and negotiates contracts.
• Reviews technical documents; processes consultant pay claims and negotiates amendments; prepares applications for state and federal permits.
• Advertises and evaluates bids for construction contracts; prepares City Council agenda items and memorandums for approval; conducts site inspections to ensure adherence to contract and regulatory requirements.
• Provides solutions to construction problems; negotiates and recommends approval of change orders; prepares documents for Council approval; processes contractor pay claims.
• Administers street and storm drainage construction projects; assists with non-Capital Fund projects and follows up on citizen complaints.
• Performs engineering work for right-of-way acquisition, including ownership and title research, review of legal descriptions, and preparation of agenda items.
• Monitors right-of-way files for federally funded projects to ensure compliance with federal requirements; coordinates utility relocations.
• Performs budgeting and report preparation; provides technical support during fiscal budget preparation, including construction schedules and cost estimates; prepares quarterly and monthly reports for capital projects.
• Coordinates projects with governmental agencies and utility enterprises, including ODOT, FHWA, EPA, Corporation Commission, OSDH, County Health, Water Resources Board, and FEMA.
• Organizes and participates in public meetings to present project information and receive public input on project development.
• Performs other related duties as required.

Requirements

• Bachelor of Science degree from an accredited college or university in Civil Engineering or a related field.
• Five years of progressively responsible related experience, including two years of supervisory experience.
• Registration as a Professional Engineer (P.E.) in Oklahoma is required; if out-of-state, must obtain Oklahoma P.E. registration within six months of employment.
• Valid state driver’s license and satisfactory motor vehicle record.

Knowledge

• Construction methods, practices, and procedures.
• Familiarity with federal funding through ACOG and policy/procedures of ODOT, Local Government Division (preferred).
• Design and construction of street and storm sewers.
• Administrative principles and practices, including goal setting, program budget development, and implementation.
• Personal computers and Microsoft Word, Excel, and PowerPoint software.
• Methods and techniques of research, statistical analysis, and report presentation.
• Collaboration, teambuilding, motivation, and problem-solving techniques.
• Resource and operational planning.

Working Conditions

• Work is performed in a normal office environment with occasional exposure to outdoor temperatures, dirt, dust, and disagreeable sights/odors.
• Mental and visual effort required due to sustained concentration, deadlines, and interruptions from staff and the public.
• Limited physical effort (walking, standing, lifting/carrying objects under 25 lbs.) for 5-10% of work time.
• Ability to maintain regular, predictable, and punctual attendance.
