Capital Highway Program Accounting Manager - Transportation Finance Manager
This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor and will be expected to work in the office as determined by policy and discussion with their supervisor.
About the role
This position manages the Capital Highway project accounting functions for the agency, including partnerships, inter-agency and municipal agreements, capital highway construction revenue deposits, collections, construction contracts, state aid funds accounting, land acquisition accounting, FHWA grant accounting, accounting systems integrity and operations, job costing, project accounting, and major complex project billing. This position provides financial expertise to national, state and department wide financial management efforts and is responsible for interpreting statutes and developing and implementing financial policies to align with statute.
Responsibilities
- Manage Capital Highway project accounting functions, including partnerships, inter-agency and municipal agreements.
- Oversee capital highway construction revenue deposits, collections, and construction contracts.
- Handle state aid funds accounting, land acquisition accounting, and FHWA grant accounting.
- Maintain accounting systems integrity and operations, job costing, project accounting, and major complex project billing.
- Provide financial expertise to national, state, and department-wide financial management efforts.
- Interpret statutes and develop and implement financial policies to align with statute.
Requirements
Minimum Qualifications:
- Two years of managerial experience OR
- Three years of professional supervisory experience OR
- Four years of advanced professional experience that demonstrates:
- Experience with the legislative process.
- Experience developing and planning large and complex operational budgets.
- Experience managing financial forecasts and fiscal planning activities.

Pay
$46.51 - $66.81 / hourly; $97,112 - $139,499 / annually
Schedule
- Full-time, unlimited (regular) position.
- Day shift: Monday - Friday.
- No travel required.
