Position Summary

Under the general direction of the Assistant City Manager, manages the planning, design, procurement, construction, and closeout of the City's major vertical capital construction projects, including new municipal facilities, major building additions, adaptive reuse projects, and significant building renovations from project planning through project closeout.

Responsibilities

  • Serves as the City's owner's representative for major vertical capital construction projects, including new municipal facilities, major building additions, adaptive reuse projects, and significant building renovations from project planning through project closeout.
  • Works collaboratively with affected City departments to develop project scopes, operational requirements, budgets, schedules, and project objectives while coordinating architects, engineers, contractors, consultants, utility providers, and regulatory agencies throughout project delivery.
  • Reviews and manages project designs, plans, specifications, construction methods, material selections, building systems, and cost estimates to identify opportunities for value engineering, improved constructability, enhanced project quality, reduced lifecycle costs, minimized change orders, and maximum value for taxpayer investment.
  • Covers consultant selection and procurement processes, including Requests for Qualifications (RFQs), Requests for Proposals (RFPs), contract negotiations, contract administration, Requests for Information (RFIs), submittals, pay applications, change orders, claims, project documentation, and project closeout.
  • Coordinates stakeholder meetings, design meetings, pre-construction conferences, construction progress meetings, project inspections, and project closeout activities while serving as the primary liaison between project stakeholders and ensuring the operational needs of affected City departments are incorporated throughout the design and construction process.
  • Maintains current knowledge of industry best practices, emerging technologies, construction methods, materials, and trends applicable to commercial and municipal construction.

Qualifications

  • Education: Graduation from an accredited college or university with a bachelor's degree in Construction Management, Civil Engineering, Architecture, or a closely related field.
  • Experience and Training: Minimum seven (7) years of progressively responsible experience leading and managing large, complex commercial, institutional, municipal, or public vertical construction projects. Experience serving as an owner's representative, construction manager, project manager, architect, engineer, superintendent, or owner's consultant is strongly preferred. Experience managing multiple construction projects simultaneously is strongly preferred. Experience with public procurement and contract administration is preferred. Experience with CMGC and Design-Build delivery methods strongly preferred.
  • Licenses and/or Certifications: Must possess a valid driver’s license. A valid Utah Driver License must be obtained within 60 days of hire and be maintained throughout employment.
  • Professional certifications such as Certified Construction Manager (CCM), Project Management Professional (PMP), Professional Engineer (PE), Registered Architect (RA), or similar certifications are preferred.
