Capability Portfolio Executive, National Industrial Security System Increment II (NI2)

This position is a Tier 1 Defense Intelligence Senior Level (DISL) role within the Defense Counterintelligence and Security Agency (DCSA), Portfolio Acquisition Executive Office, reporting to the Portfolio Acquisition Executive (PAE).

Responsibilities

• Serve as the Capability Portfolio Executive for National Industrial Security System Increment II (NI2) on behalf of the Department of War and other federal agencies, providing technical oversight over the design, architecture, and integration of Industrial Security (IS) modernization.
• Provide authoritative technical direction for agile, DevSecOps-based software delivery through both government and contracted engineering teams to replace legacy platforms with a scalable, cloud-native, data-driven capability.
• Ensure the modernization architecture satisfies statutory and policy mandates, including Section 847 of the FY2020 National Defense Authorization Act and 32 CFR Part 117 (the NISPOM rule), while aligning with DCSA's enterprise-wide unified technology platform strategy.
• Serve as the technical authority for the Industrial Security modernization program, defining technical strategy, security architecture, and functional roadmaps in coordination with the Industrial Security Directorate.
• Ensure technology enables operational mission priorities across development modules: FOCI risk-assessment capability, the NISP Contract Classification System, and modernization of legacy NISS.
• Provide technical direction for agile/DevSecOps software delivery, advising on sprint/release priorities, technical debt reduction, and continuous deployment capabilities consistent with the DoW CIO's Fulcrum IT strategy.
• Establish baseline engineering metrics, continuous authority-to-operate (cATO) pathways, and cloud-native, zero-trust architecture standards for program managers.
• Architect the technological framework and data models required to implement Section 847 of the FY2020 NDAA.
• Ensure systems are engineered to automate foreign-ownership and beneficial-ownership disclosure intake, risk scoring, and continuous FOCI monitoring, aligning with DoW Instruction 5205.87 and 32 CFR Part 117.
• Serve as the executive subject matter expert on FOCI-related data engineering, coordinating with DCSA Industrial Security, Counterintelligence, and NISP stakeholders to translate policy into deployable technology.
• Ensure the industrial security modernization portfolio aligns with the DCSA Strategic Execution Plan, driving shared data architecture, secure cloud environment, and interoperability with National Background Investigation Services (NBIS) and other mission systems.
• Partner with the DCSA Chief Information Officer and Chief Data and Artificial Intelligence Officer to embed IS applications into agency-wide data pipelines, cybersecurity standards, and platform governance frameworks.

Requirements

• Must be a U.S. Citizen.
• Male born after 12-31-59 must be registered for Selective Service.
• This is a Drug Testing designated position.
• Position is a Defense Civilian Intelligence Personnel System (DCIPS) role in the Excepted Service under U.S.C 1601.
• Permanent Change of Station (PCS) may be authorized.
• This position is designated Special Sensitive; the incumbent must obtain and maintain a Top Secret/SCI Security Clearance.
• The incumbent may be subject to a two-year DCIPS trial period and a one-year DISL trial period unless previously served.
• This position may require occasional Temporary Duty Travel (TDY) and frequent local travel.
• This position is designated as Mission Essential for continuity of operations in an emergency.
• Incumbent must accept a change of official duty station in support of DCSA mission accomplishment, if required.
• This position requires work experience qualifying for Joint Duty Credit under Department of War Instruction 1400.36.
• The position requires an Executive Personnel Financial Disclosure (OGE-278e).

Qualifications

To meet minimum qualifications, you must demonstrate the following Technical Qualifications (TQs) within your resume (not to exceed 2 pages):

• TQ 1: Demonstrated expertise in architecting and delivering large-scale, cloud-native software modernization programs, including Agile and DevSecOps methodologies, CI/CD pipelines, and zero-trust security architectures in highly secure environments.
• TQ 2: Technical expertise in executing IT acquisition frameworks, specifically the DoW Software Acquisition Pathway (DoWI 5000.87), including establishing engineering standards, evaluating technical task orders, and overseeing contracted digital modernization partners for secure, high-velocity delivery.
