California Environmental Quality Act Project Manager
About the role
The Senior Utilities Engineer (Specialist) will act as the CEQA Project Manager responsible for completing California Environmental Quality Act (CEQA) environmental review for infrastructure projects, such as electrical and natural gas infrastructure projects. The Project Manager will have lead responsibility in conducting complex technical, policy, and/or economic analyses and research to support Administrative Law Judges (ALJ), Commissioners, and Advisors in the permitting of utility infrastructure projects including electric transmission infrastructure (such as transmission lines and substations), and natural gas infrastructure (such as compressor stations and pipelines).
Responsibilities
- Manage the development of CEQA and other environmental review documents and leading permitting for development of utility infrastructure projects.
- Oversee the construction compliance of utility infrastructure projects.
- Advise and consult with ALJs regarding rulings and proposed decisions, provide technical support for ALJs in formal proceedings before the Commission, prepare briefings, and perform policy research.
- Request proposals for consultant services, manage the selection process and act as contract manager overseeing the development of CEQA documents and other environmental documentation.
- Facilitate workshops and/or stakeholder meetings as needed.
Requirements
This is a hybrid position that will require the selected candidate to report to their assigned headquarters office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.

Pay
$11,437.00 - $14,315.00 Effective July 1, 2025, CalHR launched the Personal Leave Program (PLP) 2025 with Pay Differential 386.
