Key Responsibilities
- Receive strategic objectives from senior leaders and provide analysis and recommendations that reflect relevant external policy, program context, governance, and stakeholder considerations.
- Oversee the integration and effective use of data resources and AI tools to enhance enterprise platform capabilities. Provide governance, management, and oversight support in alignment with organizational roles and responsibilities.
- Spearhead requirements development for evolving technologies by identifying innovation opportunities and assessing impacts, risks, and mitigations. As required, prepare or support the preparation of capability and requirements documentation such as Initial Capabilities Documents, Statements of Need, Concepts of Operation, and Concepts of Employment.
- Develop, coordinate, and provide governance for policies, plans, requirements, and standards related to data integrations and data management for enterprise systems.
- Develop proof-of-concept efforts and review/validate solution designs produced by other team members to ensure feasibility, alignment to requirements, and mission relevance.
- Partner with government and contractor teams to document, test, and validate information system capabilities. Maintain rigorous project documentation, including accurate reporting on status, deliverables, and administrative records for meetings and briefings.
- Collaborate across Industry, Department-level, Joint, Service-level, and end-user organizations to align program activities with external governance, technical capabilities, and client expectations.
- Provide technical leadership and guidance across the project lifecycle by contributing directly to problem-solving, document development, and system analysis.
Requirements
- Bachelor’s or Master’s degree in a relevant field (e.g., Information Systems Management, Computer Science, or related discipline).
- 5-12 years of overall related experience.
- 3+ years of professional experience managing and supporting organizational implementation of information systems or digital transformation projects, preferably within a DoD or federal environment.
- Demonstrated ability to develop and implement data management requirements, standards, and governance to enhance organizational decision-making; able to translate effectively between technical experts, senior leadership, industry, and military formations.
- Experience applying automation, machine learning, AI agents, and other AI capabilities to improve organizational decision-making; broad understanding of key considerations across an “AI Hierarchy of Needs” and ability to address them through program, policy, and governance actions.
- Expertise translating high-level goals into executable program plans, with demonstrated ability to operate fluidly between strategic and execution-focused tasks.
- Strong organizational and administrative skills with solid project documentation and reporting practices; effective communication skills to align diverse stakeholder groups.
- Ability to prioritize and manage multiple complex tasks with keen attention to detail, functioning effectively both independently and within a team.
- Proficiency with the Microsoft Office Suite.
- Able to support occasional CONUS/OCONUS travel.
- Physical capability to support field exercises, including lifting up to 50 lbs, traversing rugged terrain, and traveling via military tactical vehicles, ships, and aircraft; able to remain in a stationary/desk position ~50% of the time and deliver clear briefings/presentations via email, phone, and virtual communication tools.
Nice to Haves
- Deep understanding of operational requirements and mission objectives for tactical warfighting systems; experience with tactical and mission datasets and associated domains.
- Experience supporting organizational implementation of DoD data platforms (e.g., Maven Smart System, Advana).
- Understanding of hybrid cloud architecture concepts and their application within operational C2 systems.
- Recent (within 5 years) experience supporting military operations and employing C2 systems at Regimental/Group level (O6 Command) or higher echelons.
- In-depth understanding of current and emerging command and control systems and their integration into operational decision-making workflows.
- Experience supporting RDT&E and innovative efforts.
- Experience with mission engineering tools and processes.
- Experience in project coordination or administration.
- PMP, CAPM, or similar project management certification.
