Buyer/Procurement Analyst

Responsibilities

• Preparation of bid packages
• Analyzing and evaluating proposals
• Selecting or recommending subcontractors
• Performing price analysis
• Subcontract/PO documentation and placement
• Invoice reconciliation
• Negotiating and coordinating additions, deletions, or modifications to subcontracts
• Working with program personnel and other areas of the business
• Managing commodities with moderate complexity and a high volume of purchase requisitions
• Developing subcontract specifications, work statements, and terms and conditions
• Preparing bid packages
• Conducting bidders' conferences
• Developing evaluation criteria
• Writing subcontract packages for review
• Preparing awards and administering resulting subcontracts
• Participating with contracts administration and purchasing to develop subcontract policies and procedures
• Signed supplier agreements and purchase orders within established authority

Qualifications

• Experience in the acquisition of materials for multiple MFC programs and locations
• Knowledge of DOD programs for specific and miscellaneous electrical hardware
• Ability to manage supplier cost, schedule, and technical performance on moderate-to-high-risk subcontracts
• Proficiency in preparing bid packages, conducting bidders' conferences, and developing evaluation criteria
• Experience in negotiating subcontract provisions and selecting or recommending subcontractors
• Strong analytical skills and attention to detail
• Excellent communication and interpersonal skills
• Ability to manage a high volume of purchase requisitions and develop subcontract specifications, work statements, and terms and conditions
• Experience in preparing bid packages, conducting bidders' conferences, and developing evaluation criteria
• Knowledge of procurement of specialized materials, equipment, and services for subcontracts in support of development, production, and global sustainment for multiple contract types
