Buyer II

About the role

The Buyer II performs moderately complex purchasing procedures in the acquisition of goods and services from a variety of vendors. This role serves as a liaison between the Procurement department and internal and external customers.

Responsibilities

• Correspond with vendors concerning a range of issues including price changes, contract adjustments, terminations, item values, and schedule changes
• Prepare solicitation requests and develop specifications with customer input and assist in the development and review of solicitations and specifications
• Participate in negotiating with vendors to obtain goods and/or services at the best value
• Conduct analysis of the quality and performance of goods, supplies, equipment, and services within assigned area; and assist in performing cost/benefit, life cycle costing, and commodity standardization studies
• Resolve disputes between vendors and departments that may arise regarding quality of goods and/or services or timeliness of delivery
• Draft and review reports, correspondence, specifications and proposals
• Monitor progress and status of assigned acquisitions
• Consult with department officials to determine goods and service needs and priorities; develop timelines and conduct acquisitions in compliance with procurement policy

Requirements

• Bachelor's degree in Supply Chain Management or Business Management
• Minimum two (2) years of experience in a specialized functional discipline
• OR (6) years of experience may be considered in lieu of a Bachelors Degree
• OR No experience required in lieu of Masters Degree

Qualifications

• Experience in a specialized functional discipline
• Or equivalent combination of education and experience

Skills

• Strong communication skills
• Ability to negotiate effectively
• Proficiency in Microsoft Office Suite
• Knowledge of procurement policies and procedures
