Qualifications
Required:
- Any combination of education and experience equivalent to graduation from high school or possession of a General Equivalency Diploma (GED) certificate.
- Three (3) years of experience in procurement, accounting, or business, some of which must have been at a level requiring independent judgment.
- Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
- Knowledge of fundamentals of governmental or private sector purchasing.
- Ability to operate an automated purchasing system, a computer, and related equipment to process, develop, analyze, and create data.
- Ability to communicate effectively, both orally and in writing.
- Ability to exercise tact, good judgment, and initiative.
- Ability to work effectively under pressure.
Major Duties/Essential Functions
Provides general procurement assistance to a buyer supervisor, senior buyer, or senior manager.
Conducts market research.
Handles competitive purchases, holds purchase order approval authority up to $30,000, and performs procurement activities involving the acquisition of a variety of goods and services for the school division in accordance with federal, state, and county rules and regulations.
Analyzes the cost-benefit of dealing directly with the manufacturer, local vendors, or other purchasing options.
Conducts preliminary consultations with vendors to agree on pricing and other conditions which justify developing a sole-source procurement bid.
Conducts market research for sources involving small purchases for a variety of goods and services and for the availability of contract vehicles from the state, county, Council of Government jurisdictions, and national cooperative contracts to satisfy school division purchasing requirements before developing an open market procurement and/or onetime competitive solicitation.
Develops open market procurement and/or one-time competitive solicitations.
Conducts open-market bidding and determines the responsiveness of bid responses.
Evaluates one-time bids, recommends contract awards to the senior buyer and prepares award recommendations.
Maintains contractor performance and recommends corrective action, if required; maintains complete documentation of all actions taken.
Enters and maintains contract information in the automated purchasing system.
Performs related duties as required or assigned.

This job operates in a professional office environment and has a noise level of mostly low to moderate.
This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
