About the Role

The Buyer at Chenega Base & Logistics Services, LLC in Ft. Hood, TX, is responsible for managing the procurement process to procure goods and services in accordance with strategic purchasing plans. This role ensures the timely and cost-effective acquisition of materials, equipment, and services, and supports the management of supplier relationships as relevant to contractual requirements.

Responsibilities

• Manages purchasing requisitions for CBLS base operations at Ft. Hood.
• Issues purchase orders up to $100,000.00 without redelegation by Corporate Headquarters.
• Reviews written purchase orders for accuracy, form, content, and appearance, seeking price and availability on any requirement.
• Establishes and maintains purchase agreements, schedules of contracts, and procurement files.
• Analyzes quotes on repair cases and authorizes vendors to proceed when costs are within repair authorization.
• Determines best value by evaluating vendor price differences, quality, environmental/energy efficiency, past performance, maintenance availability, shelf life, and warranty.
• Develops procurement strategies and recommends procedural adjustments.
• Plans, develops, and buys materials, parts, supplies, and equipment in a timely and cost-effective manner while maintaining quality standards.
• Handles orders involving judgment, such as selecting specific products or materials from available options.
• Maintains purchasing files and manages templates and forms needed for purchasing functions.
• Conducts market research to determine best value solutions for pricing proposals and procurement.
• Negotiates pricing to obtain best value.
• Serves as a liaison with the Accounts Payable Department to ensure accurate and timely payment of invoices.
• Ensures compliance with government contractual legislation and codes of practice.
• May be designated as Mission Critical or part of an emergency management/response team as required.
• Performs other duties as assigned.

Qualifications

• Bachelor’s degree in a business-related field preferred, or a minimum of four (4) years of experience in lieu of a degree.
• Must successfully pass background and drug screening.

Preferred Qualifications

• Minimum three (3) years of experience buying and contracting for services, equipment, and products.
• Advanced Microsoft Office proficiency, including complex tasks in Excel, Access, etc.
• Knowledge of HVAC, Plumbing, and Electrical trades preferred.
• Government contracting background preferred.
• Commercial contracting experience preferred.
• In-depth knowledge of supplier contract award, administration, and performance management processes.
• Proficiency in bookkeeping programs and related software.
• Exceptional attention to detail and accuracy.
• High level of integrity and trustworthiness.
• Excellent communication and interpersonal skills.

Physical Demands

• Sufficient fine motor skills for computer and calculator use, with ability to withstand repetitive keyboarding.
• Visual, auditory, and communication abilities sufficient to perform essential functions.
• Ability to kneel, bend, and twist at the waist occasionally.
• Ability to push, pull, carry, and lift objects weighing up to 20 pounds regularly and more occasionally.
• Ability to travel by plane and safely operate a motor vehicle.
