About the role
We are seeking a Buyer to join our team at NASA's largest engineering solutions provider. The ideal candidate will have a bachelor’s degree in a related field and 3 years of work experience, with key experience and good working knowledge of Federal Acquisition Regulations. Excellent verbal and written communication skills, proficiency with Microsoft Office applications, and familiarity with enterprise management systems are preferred. Previous procurement experience in the NASA or federal acquisition environment is a plus.
Responsibilities
- Procure, fully document and ensemble files for commercial and non-commercial purchase orders and subcontracts in accordance with company procedures and federal acquisition regulations
- Award and administer numerous build to print manufacturing requirements including interpretation of fabrication drawings as required to identify most effective and efficient procurement strategy and sourcing
- Frequently utilize subcontract models and templates to award firm fixed price, blanket purchase agreements, time and material and labor hour subcontracts for commercial, specialized materials, complex systems, facility modifications and various services
- Analyze market trends, follow up of orders placed, verify delivery, approve payment reconciliations, maintain necessary records and conduct subcontractor performance assessments
- Prepare request for proposal packages, evaluate proposals, and conduct negotiations of pricing and other provisions
- Lead source selection teams that involve supplier qualification sourcing procedures, requirements definition, development of proposal evaluation criteria and evaluation processes
- Participate in the development and implementation of procurement policies and aid in the training to lower level procurement personnel
- Review, edit and approve statements of work and task specifications for thoroughness and accuracy
- Develop and maintain metrics and other required procurement and subcontracts reports
- Train and guide lower level buyers and demonstrate leadership development skills
Requirements
- Typically requires a bachelor’s degree in a related area and normally possess 3 years of work experience

- Have previous key experience and good working knowledge of Federal Acquisition Regulations
- Be proficient with Microsoft Office applications
- Familiar and have prior experience with enterprise management systems
- Maximo application is preferred or similar application

Pay
Compensation details are provided as a good-faith estimate. Actual compensation may vary based on factors such as job responsibilities, education, experience, skills, internal equity, market data, applicable collective bargaining agreements, and relevant laws.
Schedule
Our work environment generally involves an office setting, but tasks may require inside or outside work. Physical requirements include sitting or standing for extended periods (90% of time) and lifting and carrying up to 25 lbs. (5% of time).
