Direct Care and Treatment (DCT) is a highly specialized behavioral health care system serving people with mental illness, substance abuse disorders, and developmental and intellectual disabilities. This includes psychiatric hospitals, inpatient mental health and substance abuse treatment facilities, dental clinics, group homes, vocational sites, and sex offender treatment facilities.

About the role

As a Buyer 2 on the DCT Procurement Team, you will perform procurement functions for the acquisition of goods and general services. This position requires an employee to be onsite at 3200 Labore Rd, Ste 104, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework is available on a limited basis and is restricted to candidates residing in Minnesota or a bordering state (Iowa, North Dakota, South Dakota, or Wisconsin) within 50 miles of the work address.

Responsibilities

• Process procurement requests received via the Electronic Inter Office Request System (EIOR).
• Encumber funds, write specifications, and conduct solicitations.
• Conduct research to identify vendors that meet specifications, including vendors certified by the Office of Equity in Procurement as Targeted Group, Economically Disadvantaged, or Veteran-Owned businesses as required by the Office of State Procurement (OSP).
• Coordinate and manage all vendor contact.
• Ensure compliance with laws, rules, policies, and procedures related to procurement.
• Consult on administrative policy concerns and assist in resolving problems that may impact agency continuity or service.
• Communicate with vendors and internal agency customers in a clear and professional manner.

Requirements

• Authority for Local Purchase (ALP) certification level of $25,000 through the Department of Administration.
• One (1) year of purchasing experience with a government organization, including:
  • Interpreting, applying, and communicating procurement principles, policies, and procedures.
  • Working with integrated accounting and procurement systems.
  • Experience with the State of Minnesota SWIFT system.
• OR three (3) years of administrative experience supporting purchasing and procurement functions with a government organization, including:
  • Processing and entering acquisition requests.
  • Supporting and communicating procurement principles, policies, and procedures.
  • Assisting in the processing of invoices from vendors.

Preferred Qualifications

• Experience using the State of Minnesota SWIFT system.
• Experience using an electronic requisition system, such as EIOR.
• Experience conducting SWIFT events for solicitations over $10,000.
• Experience creating contracts using Minnesota’s Equity Select program.
• Knowledge of supply chains and warehousing of medical supplies.
• Experience working effectively with diverse backgrounds and cultures.

Pay

$26.89 - $39.22 hourly; $56,146 - $81,891 annually.

Schedule

• Full-time, unlimited (regular) position.
• Day shift, typically 8:00 AM - 4:30 PM, Monday through Friday (work schedule determined at time of offer).
