Business Systems Analyst

Under the direction of the IT Program Manager, this position is responsible for identifying, analyzing, and generating business value through technology-driven solutions for a variety of County departments. This role requires a high degree of visibility and communication with multiple levels of stakeholders, maintaining strong client relationships to effectively identify and define business opportunities where IT solutions will deliver value.

Responsibilities

  • Act as a liaison between information technology user departments within the County to identify and analyze opportunities to optimize business operations.
  • Serve as a primary business subject matter expert to align IT business solutions with the Information Technology strategic vision and guidelines.
  • Identify and research opportunities to integrate systems and simplify business operations with technology-related solutions.
  • Evaluate computing systems and procedures, conduct special studies to investigate new technologies and methodologies, and provide recommendations.
  • Work with users and IT technical staff to elicit business needs, identify business value, and create approved business system requirements.
  • Use structured analysis and design techniques to document and evaluate business operations.
  • Document business and system functional and non-functional requirements based on industry-standard methodology and department practices.
  • Review and analyze new business requirements versus current procedures to clearly define and understand project requirements.
  • Act as team leader for various projects, as directed.
  • Review designs and deliverables with managers, users, project teams, and stakeholders.
  • Validate project requirements throughout the project lifecycle to ensure alignment with approved scope, budget, and timeline.
  • Ensure requirement changes follow change management policy.
  • Work cooperatively with users, IT department staff, vendors, and clients to ensure fulfillment of business requirements.
  • Create a measurable test plan encompassing all phases of the testing lifecycle.
  • Write and ensure test cases cover all functional and non-functional business requirements in each testing phase (unit, system, user acceptance, and performance).
  • Validate that each testing phase satisfies defined quality standards.
  • Create and maintain system/project technical documentation.
  • Proactively identify and document project risks.
  • Work directly with vendors and customers to resolve project and operational IT issues.
  • Create, implement, and support a comprehensive production support plan.
  • Communicate timely and complete status updates throughout the lifecycle of an assignment.
  • Maintain living documents of the evolution of a client’s system and/or hardware.
  • Document and support Requests for Proposals (RFP) for new technology requests.
  • Ensure assigned clients' IT service requests and incident tickets are completed within service level requirements.
  • Maintain and grow knowledge of Information Technology through seminars, workshops, and other media to stay current and drive new solutions.
  • Operate an automobile while performing assigned job duties.
  • Perform related duties as assigned.

Requirements

  • Bachelor’s Degree in Information Technology or a related field from an accredited college or university and at least two (2) years of experience in business analysis, or
  • Associate’s Degree (or a minimum of 60 completed credit hours) in Information Technology or a related field from an accredited college or university and at least five (5) years of experience in business analysis, or
  • High school diploma or GED equivalent, active industry certification in business analysis, and at least nine (9) years of experience in business analysis.
  • Possession of a valid Michigan driver’s license and an operable, insured automobile for authorized travel.

Preferred Qualifications

  • Experience in the core disciplines of business and system analyst methodologies and techniques.
  • Experience in writing functional and non-functional business requirements.
  • Experience in requirement-based testing.
  • Certifications issued by the International Institute of Business Analysis (IIBA) (e.g., Entry Certificate in Business Analysis (ECBA), Certification of Competency in Business Analysis (CCBA), Certified Business Analysis Professional (CBAP)).
  • Previous experience with Workday.

Skills

Knowledge of:

  • Contract requirements and support adherence to contract.
  • Information technology including hardware, software, applications, and ongoing support.
  • Core IT methodologies (e.g., Software Development Life Cycle (SDLC), Information Technology Infrastructure Library (ITIL), Agile, Waterfall, Security).
  • Root cause analysis and corrective action resolution.
  • Microsoft Office suite.

Work Environment & Conditions

  • Work Environment: Primarily an office or similar indoor environment. Occasionally exposed to outdoor environments, street environments (near moving traffic), or construction sites. Not exposed to confined spaces.
  • Exposures: Rarely exposed to individuals who are hostile or irate, individuals with known violent backgrounds, extreme temperatures, communicable diseases, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, loud noises (85+ decibels), or blood-borne pathogens.

Physical Demands

  • Balancing: Occasionally on even or uneven surfaces/ground.
  • Bending: Occasionally (forward or backward at the waist).
  • Climbing: Occasionally up or down stairs, ladders, scaffolding, and platforms.

$80,536.93 - $104,167.78 annually.

Schedule

  • Full-time (37.5 hours per week).
  • Starting time: 8:30 a.m.
  • FLSA Status: Non-exempt (overtime pursuant to Collective Bargaining Agreement).
  • Work Location: On-site, located in Mount Clemens, Michigan.
